«Փաստ» օրաթերթը գրում է

Դեռևս 2018 թվականի հոկտեմբերի 10-ին կառավարությունն ընդունել է որոշում 2022 թվականի հոկտեմբերի 13-22-ը Հայաստանի Հանրապետությունում հերթական մարդահամարն անցկացնելու մասին: 2022 թվականի հուլիսին հաստատվել է մարդահամարի հարցաշարը, որը ներառում է շուրջ չորս տասնյակ հարց: Եվ ահա, մի քանի օր է՝ մարդկանց տներ են այցելում մարդահամարի հաշվառում իրականացնող խմբերը, ու այստեղ սկսվում է ամենահետաքրքիրը: Պարզվում է՝ մեր քաղաքացիների գերակշիռ մասը նույնիսկ տեղյակ չէ, որ մարդահամար է անցկացվելու, և մարդիկ անակնկալի են գալիս նշյալ այցերից:

Փաստացի, պատշաճ իրազեկում չի կատարվել: Մյուս կողմից՝ հաշվառում իրականացնողները հիմնականում երիտասարդներ են, ուսանողներ, որոնցից շատերը նույնիսկ չեն պատկերացնում, թե ինչ կազմակերպություն են ներկայացնում, և միայն «բեյջերի» վրայի փոքրիկ «ՎԿ» հապավումից մի կերպ կարելի է հասկանալ, որ նրանք լիազորված են Վիճակագրական կոմիտեի կողմից: Սա սկզբում կասկածներ է հարուցում մարդկանց շրջանում, ավելին՝ հանգեցնում է բավականին բարդ խոսակցությունների, մեր տեղեկություններով, քիչ չեն դեպքերը, երբ քաղաքացիները նույնիսկ կոպտել են հաշվառում իրականացնող երիտասարդներին:

Մեր ստացած բազմաթիվ տեղեկությունները վկայում են, որ նման վիճակը վերջիններիս ստիպում է մեծամասամբ զերծ մնալ շատ հարցերից, ու նրանք, որպես կանոն, բավարարվում են ճշտելով տվյալ հասցեում գրանցվածների անունները, ծննդյան տվյալները և վերջ՝ ո՛չ հանրային ծառայությունների համարանիշ, ո՛չ ծննդավայր, ո՛չ քաղաքացիության երկիր, ո՛չ ազգություն, ո՛չ հավատ, ո՛չ կրթական ցենզ, ո՛չ ամուսնական կարգավիճակ, ո՛չ աշխատանքի բնույթ, մի խոսքով՝ ոչ մի այլ հարց կառավարության հաստատած հարցաշարից:

Թե ինչպես են այսպիսի թերիության, կիսատ-պռատության պայմաններում հետագայում ամփոփելու մարդահամարի տվյալները, ու թե որքանով կարող են դրանք հավաստի համարվել, շատ մեծ հարց է: Ստացվում է՝ «նկարելո՞ւ» են: Մի խոսքով, փաստը մնում է փաստ, որ նույնիսկ մարդահամարն են ի սկզբանե ձախողել օրվա իշխանությունները:
