Իշխանափոխությունը ոչ միայն երևանյան կենտրոնի տարբեր փողոցներ իրենով արեց՝ սեփական բիզնեսները տարածելով և ընդլայնելով, ինչպես օրինակ՝ Սարյան-Մոսկովյան փողոցում, Պուշկին-Կողբացի փողոցներում, որոնք այսօր մարդկանց և ավտոմեքենաների քանակով խիտ և օրվա բոլոր ժամերին կարելի է ասել՝ անանցանելի են դարձել։

Այս խտությունը և ավտոմեքենաների գերծանրաբեռնվածությունն իր հետ բերում է բազմաթիվ հարցեր, այդ թվում՝ օրինականության և իրավունքի։ Եթե նախկինում մենք պայքարում էինք բիզնեսի կողմից մայթերի զավթման, այսինքն, հանրային տարածքներն իրենց բիզնես շահին ծառայեցնելու փաստերի հետ, ապա այսօր արդեն սրճարանատերերն, իհարկե, ոչ առանց քաղաքային իշխանության հետ ընդհանուր հայտարարի գալու, փողոցներն են զավթում։

Այս ամենն իր հերթին հանգեցրել է մաֆիայի վերածված մեկ այլ գործընթացի, որ Երևանում կարծես «կարմիր գծերի» գործարկմամբ որոշակիորեն սկսել էր կարգավորվել։ Ինչ խոսք, այն կոնկրետ գումար է արժենում ավտոմեքենաների տերերի համար, սակայն առկա խնդիրը կարգավորման տանող քայլ է։

Բայց «կարմիր գծից» այն կողմ, փաստորեն Երևանի կենտրոնի տարբեր բանուկ հատվածներում, տարբեր հիմնարկների հարևանությամբ շատ ինտենսիվ սկսել են գործել օրենքից դուրս գործող ավտոկայանատեղիներ՝ իրենց «նայողներով», բնականաբար, նաև՝ «այդ նայողներին նայողներով»՝ վերածվելով մի իսկական մաֆիայի․․․

Այդ վիճակն է այսօր Եզնիկ Կողբացի փողոցի՝ Պուշկինից Արամի ընկած հատվածում, ինչպես նաև՝ Արամի փողոցի՝ Մարգարյան հիվանդանոցին հարող հատվածներին։ Այս դեպքում, մենք կարծես թե գործ ունենք չգրանցված, կեղծ ձեռնարկատիրական գործունեության հետ, այլ խոսքով՝ ստվերային, ուր օրական ահագին գումար է պտտվում։

Այսպես կոչված «նայողն» է իրեն իրավունք վերապահում որոշել, թե՝ ո՞վ կարող է կանգնեցնել իր մեքենան հանրային տվյալ տարածքում և ով՝ ոչ։ Երկար ժամանակ մեքենան կանգնեցնողները նայողներին ձեռնտու չեն, քանի որ այդ նույն ընթացքում շատ այլ մեքենաներ կարող էին գալ ու գնալ՝ ապօրինի գործունեություն իրականացնող այդ անձանց վճարելով որոշակի գումարներ։

Փաստորեն, Մարգարյան հիվանդանոցի մոտ գործող մաֆիան հետևում և ֆիքսում է, թե որ վարորդն ինչքան կանգնեց, եթե երկար է կանգնում, կարելի է արգելել և ուրիշներին թողնել, քանի որ «խփում է իրենց բիզնեսին»։ Ավելին, այս «նայողները» այնքան են լկտիացել, որ բացահայտ վարորդներին ասում են՝ «դուք երկար եք կանգնում»՝ խոչընդոտելով կայանմանը։ Ու այնքան ինքնավստահ սեփական անպատժելիության վրա , որ հեգնանքով են արձագանքում հանրային տարածքն անօրինական տնօրինելու մասին դիտարկումներին։

Հետաքրքիր է, բուժհիմնարկի պատասխանատուները գիտե՞ն, որ այս «նայողներն» իրենց ապօրինի գործողություններն իրականացնում են Մարգարյանի տնօրինության անունը շահարկելով՝ հասկացնելով, որ ապօրինի ճանապարհով շրջանառվող գումարի տոկոսները գնում են դեպի տնօրինություն՝ դժգոհ վարորդներին՝ առաջարկելով «դիմեք Մարգարյանի տնօրինությանը»։

Ինչ խոսք, այս երևույթը մեր իրականության մեջ նոր բան չէ, բայց այսօր այն նոր թափ է ստացել։ Այսպես ասած՝ քաղում ենք 2018-ի հեղափոխության պտուղները․․․ նախկինի բոլոր վատ ավանդույթներին փաշինյանական իշխանությունը նոր զարկ է տվել։
