Ազգային անվտանգության ծառայությունը առաջարկում է իրենց ծառայությունում ներդնել պարտադիր ատես­տա­­վոր­ման համակարգ, որի արդյունքներով համապատասխան ծառայողների համար կհաշվարկվի հա­­վե­լավճար: Նախագիծը հրապարակվել է e-draft իրավական ակտերի, նախագծերի հրապարակման միասնական կայքում:

Նշվում է, որ ատեստավորման կարգը, պե­տա­կան սահ­­մանի պահպանության, օպերատիվ-հե­տա­խուզական գործունեության իրա­կա­նաց­ման, հատուկ առաջադրանքների կատարման, պլա­նա­վոր­ման, վե­րահսկման գործա­ռույթ­նե­րի շրջա­նա­կը, ինչպես նաև հավելավճարի չափերը և վճար­ման կարգը կսահ­ման­վեն Կա­ռա­վարության որոշ­մամբ:

ԱԱԾ-ն առաջարկում է հավելավճար հաշվարկելու նպատակով ատես­տա­վորումն իրականացնել պար­­տադիրության սկզբունքով, ինչը կխթանի համապատասխան ստորաբաժանումների ծա­ռա­յող­ների մոտ պատշաճ մասնագիտական պատրաստվածության ապահովմանը և պահ­պան­մա­նը:

«Միա­ժա­մանակ, այն ծառայողներին, որոնց համար ատեստավորման արդյունք­նե­րով հաշվարկ­վել է հավ­ե­լա­վճար, այն կվճարվի 3 տարի ժամկետով, իսկ հավելավճարի վճարումը շա­րու­նակ­վելու հա­մար՝ ծառայողը ստիպված կլինի անցնել նոր ատեստավորում:

Ընդ որում, երկրորդ անգամ նոր ատեստա­վո­րման արդյունքներով հա­վե­լավճար ստա­նա­լու կամ հավելավճարի հաշվարկումը շարունակելու իրավունք ձեռք չբերած ծա­ռայողները, կազատվեն զբաղեցրած համապատասխան պաշ­տոնից և կթողնվեն կադրերի տրամադրության տակ մինչև 2 ամիս ժամկետով: Նշված ծառայողներին 2 ամսվա ընթացքում կառաջարկվի նրա կրթու­թյանը և նախկինում զբաղեցրած պաշտոնի խմբին կամ դրանից մեկ աստիճան ցածր խմբին համապատասխանող և ազգային անվտանգության մարմիններում ոչ պե­տա­կան սահմանի պահ­պանության կամ օպերատիվ-հետախուզական գործու­նեու­թյան իրա­կա­նացման կամ հատուկ առաջադրանքների կատարման, պլանավորման կամ վերահսկման գոր­ծա­ռույթ­ներ ունեցող պաշտոն, իսկ տվյալ պաշտոնին նշանակվելու համաձայն չլինելու դեպ­քում, կադ­րերի տրա­մադ­րու­թյան տակ գտնվելու սահ­ման­ված ժամկետը լրանալուց հետո՝ ծառայողն օրենքով սահմանված կարգով կարձակ­վի ծառայությունից»,- նշված է նախագծում՞

Բացի այդ, առաջարկվում է նախատեսել իրավակարգավորում, համաձայն որի՝ հավելավճարի հաշվարկման կարգը և հաշվարկված հավելավճարի վճարումը դադարեցնելու հիմ­քերը կսահ­ման­վեն Ազգային անվտանգության ծառայության տնօրենի նորմատիվ հրամանով:
