ԱՄՆ նախկին կոնգրեսական Բոբ Լ ի վինգս տ ո նը եր կար ժա մ ա ն ա կ թուրք-ադրբեջանական շահերը ներկայացնող ամերիկացի լոբբիստ է եղել, որը պարբերաբար ամերիկյան պետական մարմինների ներկայացուցիչների և ադրբեջանցի պաշտոնյաների միջև հանդիպումներ էր կազմակերպում, առաջ մղում Բաքվի շահերը:

Նույնը վերաբերում է նաև Թուրքիային: Լիվինգստոնի կազմակերպությունը միլ իոնավոր դոլարներ է ստանում թուրք-ադրբեջանական տանդեմից՝ Կոնգրեսում, Պետդեպում և Պենտագոնում նրանց շահերը առաջ մղելու համար, և Վաշինգտոնում ուղնուծուծով պրոթուրքական գործչի համբավ ունի: Այս ամենի մեջ առավել ուշագր ավնայն է , որ շուրջ մեկ ամիս առաջ այս կազմակերպությունը նոր հաճախորդ է ձեռք բերել՝ ի դեմս Ժիրայր Սեֆիլյանի:

Մեր ձեռ քի տակ հայտն վ ե լ ե ն փաստաթղթեր, համաձայն որոնց, այս կազմակերպության նպատակն է Սեֆիլյանի համար «հարաբերություններ հաստատել ԱՄՆ համապատասխան պաշտոնյաների հետ վարչակազմում, Կոնգրեսում և ուղեղային կենտրոններում և ուսումնասիրել, թե ինչպես կարող է Սեֆիլյանի հայաստանյան կառույցը օգնել ամրապնդել Միացյալ Նահանգների և Հայաստանի միջև հարաբերությունները և հակադրվել Հայաստանում Ռուսաստանի չարորակ ազդեցությանը»։

Այս ծառայությունների համար մեկ ամսվա դիմաց, ըստ փաստաթղթերի, 5000 դոլար է վճարելու Սեֆիլ յանը, սակայն, ըստ անհրաժեշտության, գումարը կարող է ավելանալ:
