Արցախի հարցը համայն հայության հարցն է: Հայաստանի որևէ իշխանություն իրավասու չէ Արցախի ճակատագրին վերաբերող որոշումներ կայացնել՝ առանց արցախահայության ու համայն հայության: Արցախի նախկին պետնախարար, «Արցախի զարգացման և անվտանգության ճակատի» համակարգող Ռուբեն Վարդանյանն է այս արձանագրումն արել իր էջում՝ նշելով, թե այդ մասին միայն ինքը չէ, որ ասում է: Այդ մասին են վկայում Հայաստանի, Արցախի և Հայկական աշխարհի տարբեր կազմակերպությունների և անհատների, մեր եկեղեցու, Գերագույն Հոգևոր Խորհրդի, Մեծի Տանն Կիլիկիո կաթողիկոսության կողմից արվող հայտարարությունները, որոնք դատապարտում են Արցախն Ադրբեջանի կազմում ճանաչելու մասին Հայաստանի իշխանությունների հայտարարությունները և նրանց պարտվողական քաղաքականությունը:
Ռուբեն Վարդանյանը մասնավորապես անդրադարձել է մի շարք նախաձեռնությունների, որոնց շարքում են, օրինակ, «Հայաքվե» շարժումը՝ նպատակ ունենալով հասնել նրան, որ Հայաստանի անունից Արցախն այլ պետության կազմում ճանաչողները պատասխանատվության ենթարկվեն: Վերջերս նախկին պետնախարարը տեղեկացել է #բաբոնտերա կանանց նախաձեռնության մասին, որի անդամներն իրենց պատասխանատու են զգում ու պատրաստ են ամեն ինչ անել հանուն Արցախի: Այդ նպատակով է ստեղծվել նաև «Արցախի անվտանգության և զարգացման ճակատ» հանրային շարժումը, փաստում է Ռուբեն Վարդանյանը։ Նրա խոսքով՝ բոլոր նրանց, ովքեր չեն ուզում տեսնել Արցախը Ադրբեջանի կազմում, ովքեր ուզում են, որ Արցախը մնա հայկական, ազատ, անվտանգ ու երջանիկ, կոչ է արել միանալ այս նախաձեռնություններին:
«Արցախում վստահաբար ժողովրդի ճնշող մեծամասնությունը ձեր աջակցությանն է սպասում»,- փաստել է Ռուբեն Վարդանյանը։
Ի տարբերություն այլ գործիչների, որոնք փորձում են վերմակը քաշել միայն իրենց ուղղությամբ, Ռուբեն Վարդանյանը տարբեր նախաձեռնությունների մասին տեղեկացնելով, նաև նրանց աջակցություն հայտնելով, փաստում է, որ իր առաջին և ամենակարևոր նպատակը Արցախի բարեկեցությունն է և հայկական մնալն է և դրա համար պետք է օգտագործել բոլոր հնարավոր ռեսուրսները։
Ահա սա է պատասխանատու գործչի տարբերությունը տարբեր արկածախնդիրներից, որոնք այսօր վխտում են Հայաստանի քաղաքական դաշտում, փորձում մոլորեցնել հայ հանրությանը և իրենց սեփական դիվիդենտներին հասնելու համար վտանգում Հայաստանն ու Արցախը։
