Չհաջողվեց գնահատել տիրող իրավիճակը. «Փաստ»

«Փաստ» օրաթերթը գրում է
Ng.ru-ն «ՄԱԿ-ի Անվտանգության խորհրդին չհաջողվեց գնահատել Լաչինի միջանցքում տիրող իրավիճակը. իրենց օգտին բանաձևի ընդունման Երևանի ու Բաքվի հույսերը չարդարացան» վերնագրով հոդվածում գրում է, որ ՄԱԿ-ի Անվտանգության խորհրդի նիստի ընթացքում քննարկվել է Լեռնային Ղարաբաղի իրավիճակը, որի բնակչությունը Ադրբեջանի կողմից Լաչինի միջանցքի փակման պատճառով շրջափակման մեջ է։ Բայց կոնսենսուս չի գտնվել, ուստի որոշումներ չեն ընդունվել։ Հարավային Կովկասի քաղաքագիտական ակումբի ղեկավար Իլգար Վելիզադեն ng.ruին ասել է, որ ՄԱԿ-ի շրջանակներում որոշ բանաձևերի կամ փաստաթղթերի ընդունման միջոցով Ադրբեջանի վրա քաղաքական և դիվանագիտական ճնշում գործադրելու փորձերը արդարացված չեն, հատկապես, երբ բանակցային գործընթացն ակտիվ փուլում է:
«Եթե հաշվի առնենք այն, որ բանակցային գործընթացի հիմնական մոդերատորները ՄԱԿ-ի Անվտանգության խորհրդի մշտական անդամ երկրներն են, ապա կարելի է հասկանալ նրանց դիրքորոշման բծախնդրությունը։ Նրանք հասկացրել են հայկական կողմին, որը նախաձեռնել էր այդ քննարկումը, որ իրենք չեն կարող կողմերից որևէ մեկի դիրքորոշումը որդեգրել»,- նշել է փորձագետը։ Նրա խոսքով, եթե մասնակիցների մեծամասնությունը պաշտպանել է հայկական կողմի դիրքորոշումը, ապա ՌԴ ներկայացուցիչը ուշադրություն է հրավիրել Բաքվի մտահոգության վրա, ինչը համապատասխանում է Ռուսաստանի՝ որպես բանակցային գործընթացի գլխավոր մոդերատորներից մեկի դերին։ Նա ընդգծել է, որ մոդերատորը պետք է օբյեկտիվ լինի և հաշվի առնի բոլոր կողմերի տեսակետները։
«Վերջնական որոշումը չի կայացվել ոչ թե այն պատճառով, որ մոդերատորների՝ Ռուսաստանի և ԱՄՆ-ի միջև այս ճգնաժամի կարգավորման մոտեցումներում տարբերություններ կան, այլ այն պատճառով, որ դե ֆակտո Ռուսաստանի և ԱՄՆ-ի միջև առկա է բաց հակամարտություն, և երևի կողմերը չեն ցանկացել դա տեղափոխել այլ քաղաքական որոշումների վրա»,- ng.ru-ի հետ զրույցում ասել է քաղաքական դիտորդ Դավիթ Պետրոսյանը։ Նա ուշադրություն է հրավիրել այն փաստի վրա, որ ՄԱԿ-ի Անվտանգության խորհրդի նիստի մասնակիցների մեծ մասը կարծում է, որ Ադրբեջանի առաջարկած Աղդամ-Ստեփանակերտ ճանապարհը չի կարող այլընտրանք լինել Լաչինի միջանցքին։
Դա նշանակում է, որ Լաչինի միջանցքի շրջափակումը կշարունակվի, և, հետևաբար, հումանիտար իրավիճակը Լեռնային Ղարաբաղում էլ ավելի կվատանա։ Եվ պատահական չէ, որ սկսում են հնչել կոչեր, որոնց իմաստն այն է, որ արցախահայությունը կանգնել է բարդ ընտրության առաջ. կա՛մ թողնելով ամեն ինչ՝ հավաքական տարհանվել Հայաստան, կա՛մ փորձել խնդիրը լուծել ուժով։
