«Փաստ» օրաթերթը գրում է
Ուսումնական տարվա մեկնարկը սարերի ետևում չէ, բայց հանրակրթության ոլորտին սպառնացող «գայլը» կարծես արդեն դարանակալել է մոտակա բլրի ետևում: Սա՝ եթե պատկերավոր արտահայտվենք: Իսկ ոչ պատկերավոր և կոնկրետ ասած՝ պարզվում է, լուրջ խնդիրներ կան դասագրքերի հետ կապված: ԿԳՄՍ նախարարի տեղակալ Արաքսիա Սվաջյանը օրերս նշել է. «Դասագրքերի ստեղծման և հրատարակման գործընթացներն առանձնացված են, և բոլոր այն դասագրքերը, որոնց մրցույթներն արդեն կայացել են, ներկայացվել են հրատարակման։ Այն առարկաները, որոնց համար նոր դասագրքեր դեռևս չկան, կդասավանդվեն ուսումնական նյութերով»:
Հիշեցնենք՝ սեպտեմբերից նոր չափորոշիչը ներդրվելու է 2-րդ, 5-րդ և 7-րդ դասարաններում։ Իսկ 10-րդ դասարանում նոր չափորոշչի ներդրումը կիրականացվի հաջորդ ուսումնական տարում, չնայած... նախապես պլանավորված էր, որ ներդրվելու է այս տարվանից: Ի դեպ, արդեն իսկ տարբեր դպրոցներից ահազանգեր ենք ստանում, որ նշյալ դասարանների մի շարք դասագրքեր չեն ստացել, և ուսուցիչները նույնիսկ չեն պատկերացնում, թե ինչպես են կազմակերպելու դասապրոցեսը: Ի՞նչ է սա նշանակում: Պարզ ասած՝ սա նշանակում է, որ ԿԳՄՍՆ-ն ու ոլորտի պատասխանատուներն անգամ իրենց իսկ պլանավորած աշխատանքները չեն կարողացել ժամանակին կատարել: Այնքան չեն կարողացել, որ ստիպված են վերանայել իրենց իսկ նախատեսած «նոր չափորոշիչների» ներդրման ժամկետները, ծավալները:
Ավելին, պարզ է դառնում, որ առանձին դասագրքերի հրատարակումը «հետողորմյա» է արվել, որովհետև... «որոշ դասագրքեր փորձաքննության արդյունքում երաշխավորվել են, սակայն մի քանի դասագրքերի վերաբերյալ կան բողոքարկումներ, որոնք ուղարկվել են լրացուցիչ փորձաքննության»: Հասկացա՞ք: Այսինքն, այս ոլորտում այնպիսի շիլաշփոթ է, այնպիսի «ցայտնոտային» անկազմակերպվածություն, որ ԿԳՄՍՆ-ում ավելի լավ ելք չեն գտել, քան... որոշակի առարկաների դասավանդումն «ուսումնական նյութերով» իրականացնելն է: Առանց դասագրքերի: Ոմանց կարող է մանրուք թվալ, բայց ով հանրակրթությանն առնչվել է, հստակ հասկանում է, որ սա ամենաիսկական շիլաշփոթի առիթ է:
Սա աշխատանքային ու պաշտոնական պարտականությունների թերակատարում է ու թերացում: Թեպետ, Նիկոլ Փաշինյանի գլխավորած կառավարության պարագայում այդ ո՞ր մի ոլորտում շիլաշփոթ չէ, որ կրթության ու հանրակրթության ասպարեզում նույն, կներեք, «բարդակը» չլինի: Ու այս «նոր չափորոշիչով», դասագրքային ապահովության կիսատ-պռատությամբ, այս շփոթով ստացվում է, որ կրթության նախարարությունը «էքսպերիմենտներ» է անում, իսկ կրթական ոլորտը նորից «փորձաճագար» է դարձրել: Բա թե՝ նոր չափորոշիչներ...
