Արմեն Վարդանյանը Ֆեյսբուքյան իր էջում գրում է.
Հունվարի 4-ին կառավարությունում անցկացրած խորհրդակցության ժամանակ հավանություն է տրվել արտահանման խթանման խորհուրդ ստեղծելու առաջարկությանը: Այն զբաղվելու է և՛ երկարաժամկետ խնդիրներով, և՛ համապատասխան ծրագրերի հիման վրա սեղմ ժամկետում օպերատիվ աջակցություն է ցուցաբերելու արտահանող ընկերություններին:
Այս թեմայի վերաբերյալ որոշակի մեկնաբանություններ է արել ՀՀ արտահանողների միության նախագահ Րաֆֆի Մխչյանը: Վերջինս իր խոսքում «հիմնահատակ» քննադատում է խորհուրդը՝ փորձելով ապացուցել, որ ի սկզբանե դատապարտված է անհաջողության: Բացի դա խոսում է այն մասին, որ խորհուրդն անզոր է ինչ որ քայլեր ձեռնարկել արտահանումը խթանելու համար, իսկ Ռուսաստանն էլ ուր որ է կկործանվի իր հետ տանելով Հայաստանին և այլն: Այսքանից հետո լրագրողի, այն հարցին, թե արտահանման խթանման խորհրդի հետ կհամագործակցի արդյո՞ք, Մխչյանը պատասխանել է, որ կառավարության կողմից հնարավոր առաջարկի դեպքում պատրաստ է ներգրավվել ստեղծվելիք խորհրդի աշխատանքներին:
Չգիտեմ ինչու, բայց ես Մխչյանին նմանեցնում եմ վատ բլոգերների հետ. սկզբում քննադատում են այս կամ այն գերատեսչությանը, որպեսզի հետո համագործակցեն ու մի քանի ամիս հացի խնդիր լուծեն:
Եթե ի սկզբանե Մխչյանը աշխատանք էր ուզում, որպեսզի ամեն առավոտ կոստյում-փոխկապով գնար աշխատանքի, ապա կարող էր հարցազրույցի հենց սկզբում մեծ-մեծ տառերով գրեր «խնդրում եմ ընդունեք աշխատանքի»: Դրա փոխարեն խոսում է, թե ինչպես է արևը դուրս գալիս առավոտյան ու մայր մտնում երեկոյան, թե ինչպես են թռչունները դայլայլում օրվա ժամերին: Ի՞նչ է նշանակում քննադատել մի կառույցի, իսկ հետո բաց տեքստով CV ներկայացնել: Ամեն դեպքում ինձ համար անհասկանալի է
Կամ ի՞նչ է նշանակում «ՀՀ արտահանողների միության նախագահ»: Ո՞վ է նրան նախագահ նշանակել, կա՞ արդյունք որևէ մի արտահանող, ով ճանաչում է այս պարոնին: Ուղղակի ՀԿ բացելով ու «միություն» բառով անուն դնելով, դեռ ոչինչ չի որոշվում:
Հ.Գ Այսքան «միություններ» տեսնելուց հետո որոշել եմ բացել «ՆԱՏՕ-ի հաշվապահների միություն» ՀԿ, որպեսզի ղեկավարեմ ՆԱՏՕ-ի հաշվապահներին կամ էլ «Յուպիտեր-Սատուռն-Երկիր-Մերկուրի միջմոլորակային համագործակցության» միավորում:
