Արցախի նախագահն այսօր խորհրդակցություն է հրավիրել, որի քննարկման առանցքային թեմաներից մեկը վերաբերվել է Կարմիր Խաչի ու ռուս խաղաղապահների միջոցով Արցախից Հայաստան մեկնող քաղաքացիների հարցին: Այս մասին իր ֆեյսբուքյան էջում գրել է ԱԺ «Պատիվ ունեմ» խմբակցության պատգամավոր Տիգրան Աբրահամյանը։
«Այս թեման կարևոր է մի քանի տեսանկյունից:
Նախ Ադրբեջանը Արցախից մեկնողների թեման փորձում է ներկայացնել որպես «ՀՀ զինված ուժերի դուրս բերման գործընթաց», ինչը չի համապասխանում իրականությանը հենց միայն այն պատճառով, որ Արցախի ՊԲ-ի կազմում ծառայում են բացառապես Արցախի գրանցում ունեցող անձինք:
Երկրորդ, վերջին շրջանում Արցախում քննարկման առարկա է դարձել այն հարցը, թե ինչու են որոշ արցախցիները մեկնում ՀՀ:
Նախ հստակ սահմանված են այն բոլոր խմբերը, որոնք Կարմիր Խաչի կամ ռուս խաղաղապահների միջոցով, նախապես հերթագրվելով, մեկնում են ՀՀ:
Օրինակ` առողջական ծանր խնդիրներ ունեցողներներ, ՌԴ քաղաքացիություն ունեցողներ և նրանց ընտանիքի անդամներ, մինչև շրջափակումը Արցախի հանքարդյունաբերությունում, շինարարությունում այլ ոլորտներում աշխատող ՀՀ քաղաքացիներ, ՀՀ կամ արտերկրի բուհեր ընդունվածներ:
Սակայն այս ընթացքում, տարբեր անձինք, տարբեր ճանապարհներով, կարգը շրջանցելով մեկնել են Արցախից, ինչն իրավացիորեն ներսում տարաբնույթ դժգոհությունների առիթ է դարձել:
Ավելին` հատկապես վերջին օրերին, տարատեսակ «հումանիտար միջանցքների» խոսակցությունների ֆոնին, Արցախի ներսում պնդում է ձևավորվել, որ մարդիկ պետք է մնան տեղում և անհարկի կոչեր չպետք է հնչեցնեն Արցախը լքելու վերաբերյալ:
Սրանով պայմանավորված իշխանությունը ուժեղացնում է հսկողությունը Արցախից ելքի իրականացման մասով և հանձնարարություն է իջեցվել, որպեսզի Արցախից ՀՀ մեկնողների սահմանված կարգն ու սկզբունքները խստորեն պահպանվեն, ինչը մեկողների առումով միայն բացառություններ է սահմանում:
Խորհրդակցության ընթացքում Նախագահն անդրադարձել է նաև ռուս խաղաղապահների ու Կարմիր խաչի միջազգային կոմիտեի ուղեկցությամբ Արցախից Հայաստանի Հանրապետություն քաղաքացիական անձանց տեղափոխման խնդրներին: Սամվել Շահրամանյանը նշել է, որ այդ գործընթացը պետք է իրականացվի խիստ վերահսկողության պայմաններում, թափանցիկ ու գործող կարգերին համաձայն: Այդ համատեքստում երկրի ղեկավարն ընդգծել է տեղերում աշխատանքային խմբեր ստեղծելու անհրաժեշտությունը», - գրել է նա:
