Ազգային անվտանգության ծառայության տնօրենին ու տեղակալներին կնշանակի և կազատի վարչապետը, այլ ոչ թե նախագահը, համապատասխան որոշումն ընդունվել է կառավարության երեկվա նիստում։ «Ներկայումս գործող կարգավորումների պայմաններում ստացվում է, որ Ազգային անվտանգության ծառայության տնօրենի և տնօրենի տեղակալների պաշտոնները զինվորական ծառայության պաշտոններ են: Ծառայության տնօրենին պաշտոնի նշանակում և պաշտոնից ազատում է Հանրապետության նախագահը՝ վարչապետի առաջարկությամբ: Հաշվի առնելով այն, որ «Պետական կառավարման համակարգի մարմինների մասին» օրենքի 5-րդ հոդվածի 2-րդ մասի 1-ին կետի համաձայն՝ Ծառայությունը վարչապետին ենթակա մարմին է, մինչդեռ Ծառայության տնօրենը և տնօրենի տեղակալները ներկայիս կարգավորումների համաձայն պաշտոնի նշանակվում և պաշտոնից ազատվում են նախագահի կողմից, անհրաժեշտ է վերանայել գործող կարգավորումներն այնպես, որ նշված անձանց պաշտոնի նշանակի և պաշտոնից ազատի վարչապետը՝ նկատի ունենալով Ծառայության՝ վերջինիս ենթակա լինելը»,-նշված է նախագծի հիմնավորման մեջ։

Նախագիծը համարվել է անհետաձգելի և կուղարկվի Ազգային ժողով։ Այս իրավակարգավորումը լրացուցիչ լծակներ է տալիս վարչապետի պաշտոնը զբաղեցնող անձին, որը, հիշեցնենք, նախկինում բողոքում էր «սուպերվարչապետական» համակարգից։ Փաշինյանը ԱԱԾ-ից լուրջ մտավախություններ ունի, այդ կառույցը քանդելու համար, նախ առանձնացրեց պետական պահպանության վարչությունը, ապա և առանձին, ԱԱԾ-ի հետ ընդհանրապես կապ չունեցող Արտաքին հետախուզական ծառայություն հիմնեց։ Այժմ էլ ցանկանում է ԱԱԾ-ն ամբողջությամբ մտցնել իր միանձնյա վերահսկողության տակ։

Փաշինյանն, ըստ էության, չի վստահում նաև իր իսկ նշանակած նախագահին՝ Վահագն Խաչատուրյանին, որը դեռ գործող կարգով ինքն էր նշանակումներն անում՝ վարչապետի առաջարկությամբ։
