Դեկտեմբերի 2-ին Հրազդանում կայացել է «Քաղաքացիական պայմանագիր» կուսակցության նախաձեռնող խմբի նիստ, որն ըստ կուսակցության հաղորդագրության վարել Փաշինյանը։ Քննարկվել են իբր գաղափարական, քաղաքական, ինչպես նաև Կոտայքի մարզի ավագանիներում ՔՊ խմբակցության աշխատանքի հետ կապված հարցեր։
Վերջին շրջանում Փաշինյանը գրեթե ամենօրյա ռեժիմով հանդիպումներ է ունենում, թե՛ Երևանի կենտրոնական գրասենյակում և թե՛ տարբեր մարզերում։
ՔՊ մեր աղբյուրի փոխանցմամբ՝ վարչապետի պաշտոնը զբաղեցնող անձը փորձում է հասկանալ, թե իրականում ինչ ռեսուրսներ ունի, ընդ որում իշխանությունը հրաշալի հասկանում է, որ չափազանց ցածր վարկանիշ ունեն հանրության շրջանում, բայց ստիպված են լինելու գնալ արտահերթ խորհրդարանական ընտրությունների, առնվազն այս ընդդիմությանն Ազգային ժողովից դուրս դնելու նպատակով, ուստի և այս պահին իշխանությունը փորձում է հասկանալ իր ունեցած իրական ռեսուրսների թիվը։
Վարչական ռեսուրսի կիրառման և ընտրակաշառքի բաժանման գործում չափազանց մեծ նշանակություն ունեն տեղական կառույցները։ Ըստ մեր աղբյուր՝ Փաշինյանն ինքն էլ հասկանում է, որ իր բազմաթիվ կողմնակիցներ, այդ թվում մարզային կառույցների ներկայացուցիչներ բավարար հմտութուններ չունեն և այնքան ապիկար են, որ չեն կարողանա նույնիսկ տարրական հանձնարարություններ կատարել, ուստի այս ընթացքը Նիկոլ Փաշինայնը փորձում է օգտագործել կառույցներն ամրապնդելու, նախկին իշխանությունների մի շարք ներկայացուցիչների, ինչպես նաև տեղերում ռեսուրսների տիրապետող «տասովչիկների» ներգրավվելու, նրանց միջոցով արտահերթ խորհրդարանական ընտրություններում քվեներ ապահովելու համար։
Փաշինյանն ինքն էլ հասկանում է, որ այլ եղանակով ընդհանրապես ոչինչ չի կարող անել, ուստի և անձամբ է շրջելու բոլոր մարզերում։ Ամբողջ ձմեռն իշխանությունն օգտագործելու է տեղերում կառույցներն ամրապնդելու նպատակով, որպեսզի արդեն գարնանը սկսի նախապատրաստվել արտահերթ խորհրդարանական ընտրություններին։
