Վարչախմբի անբարոյական վարքը զարմացրել է ռուսական մամուլին

Հայաստանի գործող վարչախմբի անբարոյական վարքը հարուցել է անգամ ռուսական մեդիայի զարմանքը։ «Независимая газета» ազդեցիկ պարբերականն արձանագրում է, թե հայկական իշխանությունները ձգտում են անցյալում թողնել Լեռնային Ղարաբաղը։ Այդ թվում նման քաղաքականությունն արտահայտվում է ադրբեջանական բանտում հայտնված քաղաքական գործիչների նկատմամբ անտարբեր վերաբերմունքով։
Ըստ պարբերականի՝ Հայաստանի իշխանությունները բախտի քմահաճույքին են նետել Արցախի նախկին առաջնորդներին, այդ թվում՝ նախկին պետնախարար Ռուբեն Վարդանյանին, ՊԲ հարամանատար Լևոն Մնացականյանին, նրա տեղակալ Դավիթ Մանուկյանին, արտգործնախարար Դավիթ Բաբայանին ու ԱԺ նախագահ Դավիթ Իշխանյանին, նախկին նախագահներ Արկադի Ղուկասյանին, Բակո Սահակյանին, Արայիկ Հարությունյանին։
Ըստ «Независимая газета»-ի՝ հանրային տարածքներում նրանց վիճակի մասին գրեթե տեղեկություններ չկան, մեկ-երկու լուրեր են հայտնի այդ մարդկանց փաստաբան տրամադրելու, կամ Կարմիր խաչի ու Ադրբեջանի օմբուսդմենի հետ հանդիպումների վերաբերյալ։
Նշվում է, որ այս փուլում Հայաստանի իշխանությունները ձգտում են հնարավորինս իրենցից հեռու վանել Ղարաբաղի մասին հիշատակումները։ Խորհրդարանի խոսնակ Ալեն Սիմոնյանը վստահ է, որ, օրինակ, Հայաստանում Լեռնային Ղարաբաղի պետական ինստիտուտների պահպանման փորձն ուղիղ սպառնալիք է և հարված Երևանի անվտանգությանը։
Հայաստանի գործող իշխանությունները չեն ցանկացել ստեղծել նույնիսկ հատուկ ծրագրերի վարչություն Արցախից բռնի տեղահանվածների համար, այդ թվում և նրանց հնարավոր վերադարձի վերաբերյալ։ Նման առաջարկով Փաշինյանին դիմել էր Արցախի անվտանգության խորհրդի նախկին քարտուղար Սամվել Բաբայանը, սակայն նրան մերժել են առանց պատճառները նշելու, ընդ որում սա այն Բաբայանն է, որն առավելապես Արցախում առաջ է տարել Փաշինյանի քաղաքականությունը։
