Հայաստանի Ազգային ժողովի նախագահ Ալեն Սիմոնյանը չի մասնակցի դեկտեմբերի 19-ին Մոսկվայում կայանալիք Հավաքական անվտանգութան պայմանագրի կազմակերպության խորհրդարանական վեհաժողովի խորհրդի արտագնա նիստին և 16-րդ լիագումար նիստին։ ԱԺ նախագահի մամուլի խոսնակի փոխանցմամբ՝ նիստերին չի մասնակցելու նաև ՀՀ ԱԺ պատվիրակությունը։ Մոսկվա չմեկնելու մասին Ալեն Սիմոնյանը գրավոր հաստատել է Ռուսաստանի Պետդումայի նախագահ Վյաչեսլավ Բոլոդինին ուղղված պաշտոնական նամակով։
Դռեևս օրեր առաջ Ալեն Սիմոնայանը հաստատել էր, որ մտադիր չէ մասնակցել ՀԱՊԿ նիստին, երբ նրան խնդրել էին մեկնաբանել Նիկոլ Փաշինյանի, ինչպես նաև արտաքին գործերի, պաշտպանության նախարարի, անվտանգության խորհրդի քարտուղարի բացակայությունը Մինսկում կայացած նիստերից։ Փաստացի վերջին շրջանում Հայաստանը տոտալ իգնոր է անում Հավաքական անվտանգութան պայմանագրի կազմակերպությանը։ Այժմ էլ էստաֆետը վերցրել է Ազգային ժողովի նախագահը։
Ռուսական կողմից առայժմ միայն ափսոսանքի խոսքեր են հնչում։ Դաշնային խորհրդի միջազգային հանձնաժողովի ղեկավար Գրիգորի Կարասինը «ՌԻԱ նովստի»-ին ասել է, թե ափսոսում է, որ հայկական խորհրդարանական պատվիրակությունը չի մասնակցի վեհաժողովի նիստին, «միևնույն ժամանակ խորհրդարանականները պարբերաբար շփվում են հայ գործընկերների հետ նոր ձևաչափով՝ տեսակապով և դեսպանատան միջոցով, հարաբերությունների սառեցման մասին խոսք չկա»։
Ըստ էության ռուսական կողմի վերջին արձագանքները չափազանց մեղմ դիրքորոշումները միտված են մեկ բանի՝ համոզել Փաշինյանին մասնակցել Սանկտ Պետերբուրգում դեկտեմբերի վերջին կայանալիք ոչ պաշտոնական հավաքներին, որին մասնակցելու մտադրության մասին, ի դեպ, արդեն հայտարարել է Ադրբեջանի նախագահ Իլհամ Ալիևը։ Թեև Ռուսաստանից հնչում են հայտարարություններ, թե հայկական կողմը բավականին հստակ ազդակ է տվել, որ մասնակցելու է, Հայաստանից առայժմ որևէ հաստատում չկա։ ԵԱՏՄ նիստում, օրինակ, Հայաստանը պետք է նախագահությունը ստանձնի Ռուսաստանից, և Նիկոլ Փաշինյանի չմեկնելու հանգամանքը կարող է վերջնականապես խզել հարաբերությունները Հայաստանի և Ռուսաստանի գործող իշխանությունների միջև։
