Ալավերդուց հետո հերթը հասավ Գյումրիին. ՔՊ-ն խզում է հուշագիրը

Ալավերդիում իշխանազավթումն իրականացնելուց հետո, հերթը հասել է Գումրիին։ «Քաղաքացիական պայմանագիրը» միակողմանի խզել է «Բալասանյան» դաշինք սոցիալական կուսակցության հետ 2 տարի առաջ ստորագրած համագործակցության հուշագիրը։ Ըստ կուսակցության՝ համայնքապետի տեղակալներ Արթուր Պապիկյանը և Վահագն Մկրտչյանը հրաժարականի մասին դիմումներ են ներկայացնելու։ Արթուր Պապիկյանը Սուրեն Պապիկյանի հորեղբոր որդին է, իսկ Վահագն Մկրտչյանը՝ վարչապետի տիկնոջ՝ Աննա Հակոբյանի ազգականը։ ՔՊ-ն հայտարարել է, թե Գյումրին չի կառավարվում Հայաստանի օրենսդրությամբ սահմանված կարգով, քաղաքում իրականացվում է ստվերային կառավարում, ինչն անարդյունավետ է դարձնում թե՛ Գյումրիի քաղաքապետարանի գործունեությունը, թե՛ «Քաղաքացիական պայմանագրի» ներկայացուցիչների աշխատանքը քաղաքապետարանի գործադիր օղակներում։
 
Ստվերային կառավարիչ ասելով, թերևս, ՔՊ-ում հասկանում են Գյումրիի նախկին քաղաքապետ Սամվել Բալասանյանին, որի ձևավորած դաշինքն էլ՝ Վարդգես Սամսոնյանի գլխավորությամբ, մասնակցեց ընտրություններին և ավելի շատ ձայներ ստացավ։ Ի վերջո ՔՊ-ն ստիպված էր համգործակցության հուշագիր ստորագրել՝ փոխարենը որոշ պաշտոններ ստանալով։ Սամվել Բալասանյանի անունը «Քաղպայմանագիրը» չի տալիս, ավելին, ընդամենը շաբաթներ առաջ Բալասանյանի որդուն՝ Միսակ Բալասանյանին, նշանակել են Իրաքում Հայստանի դեսպան։ Ինքը՝ Բալասանյանն էլ, առանձնապես դեմ չէ ՔՊ-ի հետ համագործակցելու, սակայն Հայաստանի գործող վարչախումբը որևէ մեկի հետ համագործակցելու խնդիր իր առջև չի դրել, այն ձգտում է բացառապես զավթել բոլոր լծակները և յուրացնել իշխանությունը հնարավոր բոլոր համայնքներում, ուստի և հենց այդ նպատակով էլ խզում են հուշագիրը «Բալասանյան» դաշինքի հետ։
 
ՔՊ-ն դեկտեմբերի 11-ին նաև մամուլի ասուլիս է հրավիրել, որտեղ էլ հրապարակելու է իր մեղադրանքները։
