Բուհերի՝ առանց ծնողական խնամքի մնացած ուսանողների կրթաթոշակը կբարձրանա։ Նման որոշում է կայացվել ՀՀ կառավարության փետրվարի 1-ի նիստում։

Ներկայում գործող իրավական ակտերով առանց ծնողական խնամքի մնացած երեխաների կրթաթոշակի հստակ չափ սահմանված չէ, բացառությամբ ՀՀ պետական կառավարմա ակադեմիայի:

Կրթաթոշակի տրամադրման քաղաքականության նոր մոտեցումներից ելնելով՝ 2023 թ. ընդունվել է ՀՀ կառավարության որոշում, որով, ըստ առաջադիմության, 70-77 000 դրամ կրթաթոշակ է տրամադրվում պետության համար առաջնային մասնագիտություններով սովորողներին, ինչպես նաև 50 000 դրամ՝ «Հաշմանդամություն ունեցող անձանց իրավունքների մասին» օրենքով նախատեսված ֆունկցիոնալության ծանր կամ խոր աստիճանի սահմանափակում ունեցողներին։ «Առանց ծնողական խնամքի մնացած երեխաների սոցիալական պաշտպանության մասին» օրենքի ընդունման պահից (2002թ.) առանց ծնողական խնամքի մնացած երեխաները ստացել են 7500 դրամ պետական կրթաթոշակ՝ ՀՀ վարչապետի 1999թ. որոշմամբ սահմանված 5000 դրամ կրթաթոշակի 150 տոկոսի չափով:

«Ընդունված որոշմամբ սահմանվել է, որ առանց ծնողական խնամքի մնացած երեխաներին վճարվում է կրթաթոշակ՝ 50 000 դրամ կրթաթոշակի 150 տոկոսի չափով մինչև սովորողի 23 տարին լրանալը, որը կազմում է 75 000 դրամ։ Ընդ որում՝ միաժամանակ այլ պետական կրթաթոշակների հավակնելու դեպքում առանց ծնողական խնամքի մնացած երեխաների թվին պատկանող սովորողը կարող է օգտվել դրանցից առավելագույն չափ ունեցող կրթաթոշակի իրավունքից, որի դեպքում ևս կիրառվում է առավելագույն չափի 150 տոկոսը»,- ասվում է կառավարության որոշման մեջ։

ԿԳՄՍ նախարարությունից հայտնում են, որ այս կարգավորումը թույլ է տալիս պետության համար առաջնային և կարևորություն ներկայացնող մասնագիտություններով առանց ծնողական խնամքի մնացած երեխաների թվին պատկանող սովորողներին հավակնել մինչև 70 000-77 000 դրամ կրթաթոշակի 150%-ին (105 000-115 500)։

Կարգը նաև մինչև 2023-2024 ուսումնական տարին սահմանված կարգով բուհ ընդունված առանց ծնողական խնամքի մնացած երեխաների թվին պատկանող սովորողների համար է, այսինքն՝ կարգավորումները տարածվելու են թիրախային խմբի բոլոր սովորողների վրա:

Որոշմամբ ամրագրվել է նաև, որ սահմանված կարգով բակալավրի ու անընդհատ և ինտեգրացված կրթական ծրագրերով բոլոր այն սովորողները, որոնք զորակոչվելու պահին առանց ծնողական խնամքի մնացած երեխայի կարգավիճակ ունեն, ծառայության ավարտից հետո մինչև ուսումնառության ավարտը պահպանում են համապատասխան ուսումնական հաստատությունում կրթաթոշակ ստանալու հնարավորությունը (անգամ 23 տարին լրանալուց հետո):

Նույն մոտեցումը կիրառվելու է նաև հղիության և ծննդաբերության, ինչպես նաև մինչև երեք տարեկան երեխայի խնամքի արձակուրդում գտնվող՝ առանց ծնողական խնամքի մնացած երեխաների թվին պատկանող սովորողների նկատմամբ։
