Պետությունն իր գործառույթն անբավարար չափով է անում, հետո փորձում դա ջարդել առանձին զինծառայողների վրա։
Այս մասին իր ֆեյսբուքյան էջում գրում է ՀՀ ԱԺ պատգամավոր Տիգրան Աբրահամյանը։
«Անցնող շաբաթվա ընթացքում Զինված ուժերում ատեստացիայի թեման կրկին առաջին պլանում էր:
Չեմ ուզում այս անգամ անդրադառնալ այն մտահոգիչ թվերին, երբ մասնակիցների 50%-ից ավելին չի հաղթահարում շեմը և կանգնում «հին տաշտակի» առաջ:
Բայց այստեղ մեկ այլ հանգամանք կա: Ո՞րն է այստեղ տրամաբանությունը, երբ օրինակ` ռազմաուսումնական հաստատություն ավարտող սպաները պետք է քննություն հանձնեն, որպեսզի բարձր աշխատավարձ ստանա:
Եթե մարդը 4 տարի սովորում, ամեն տարի քննություն է տալիս, դեռ չեմ խոսում ավարտական քննությունների մասին, ապա ինչո՞ւ պետք է դրանից հետո նույն քննությունը տա, որ աշխատավարձի աճ ունենա:
Ռազմաուսումնական հաստատություն ավարտածներն ավտոմատ պետք է 3 տարի բարձր աշխատավարձ ստանան ու դրանից հետո միայն քննության անհրաժեշտություն առաջանա:
Նույնը վերաբերվում է օրինակ` զինվորական ակադեմիաներին: Զինվորականը ՀՀ-ում կամ արտերկրում ակադեմիա է ավարտում` մի մասը զորամասի հրամանատար նշանակվելու, մի մասը գեներալական պաշտոնների համար, նույն մարդկանց ասում են` դե ատեստացիա հանձնեք, որ աշխատավարձ բարձրանա:
Մի բան էլ. ԱԺ-ում ՔՊ-ականներն իրար հերթ չտալով խոսում էին այն մասին, թե վատ է՞, որ իրենք այս օրենքով զինծառայողներին մղում են գիտելիքների կամ ֆիզիկական վիճակի բարելավման` անուղղակի խոստովանելով, որ բանակը հասցրել են մի մակարդակի, երբ մասնակիցների կեսից ավելին համապատասխան որակներին չի տիրապետում:
Երկրորդ, ոչ միայն վատ չի, այլ անհրաժեշտ է բարձրացնել զինծառայողների որակավորումը, բայց չեն ասում, թե ո՞վ է պատասխանատու այդ որակների ոչ բավարար մակարդակի համար, ո՞վ է դրա համար պատասխանատվություն կրելու և այլն:
Բանակում կան կոնկրեր օղակներ-ստորաբաժանումներ, պատասխանատուներ, ովքեր կոնկրետ պատասխանատվություն ունեն զինծառայողների մասնագիտական, կրակային, ֆիզիկական ու շարային պատրաստության համար: Հիմա պետությունն իր գործառույթն անբավարար չափով է անում, հետո փորձում դա ջարդել առանձին զինծառայողների վրա:
Իհարկե, անբավար գնահատականների հանգամանքն իր մեջ որոշակի օբյեկտիվ և սուբյեկտիվ հարցեր էլ ունի, սակայն փաստ է, որ թեպետ որոշ զինծառայողների աշխատավարձն աճել է, ոմանց համար, միգուցե, մոտիվացիա ստեղծվել, բայց հիմնական ու հրատապ խնդիրները մնում են «օդում կախված»»,-գրել է Աբրահամյանը:
