Անձնական ամբիցիաները, խանդը և նեղ շահերն այս պահին պետք է կտրուկ մոռանալ։ «Բոլոր տաղանդների կառավարություն» պետք է ձևավորել։

«Բոլոր տաղանդների կառավարություն․
Իրավիճակը Հայաստանում զարգանում է ծայրահեղ վտանգավոր սցենարով։ Բնակչության 90 տոկոսն առայժմ դա չի պատկերացնում։
Դիմադրության նոր ձևաչափեր են պետք։ Ազգային և պետական դիմադրություն կառուցող իշխանությունը և ինչ-որ առումով ընդդիմությունը չեն կարող լինել պատահականության, ժառանգականության կամ փող ունենալու սկզբունքով ձևավորված։ Այսօր Հայաստանում ուժերի գերլարում է պետք՝ բոլոր ունակ մարդկանց համատեղ աշխատանք։
1806 թվականին պատերազմող Անգլիայում վարչապետ Ուիլյամ Գրենվիլը նպատակ դրեց՝ ձևավորել հնարավոր ամենաուժեղ կառավարությունը՝ «բոլոր տաղանդների կառավարություն» (The ministry of all the talents) ներառելով գրեթե բոլոր խմբավորումների առաջատար քաղաքական գործիչներին։ Բոլոր հակասությունները դրվեցին մի կողմ։ Թագավոր Ջորջ III-ի պատրաստակամությունը՝ մի կողմ թողնելու անցյալի թշնամությունը հանուն ազգային միասնության, շատերին խրախուսեց՝ միանալու կամ աջակցելու կառավարությանը: Հետագայում The ministry of all the talents-ի գաղափարը տարբեր ձևակերպումներով կիրառվեց տարբեր երկրներում՝ ծայրահեղ իրավիճակներում։
Այսօր Հայաստանը պետք է գնա նույն ճանապարհով, ուրիշ ելք այս պահին չկա։ Իշխանության մեկ հոգին ու նաև իշխանությունից դուրս որոշ մարդիկ խանգարում են դրան։ Մենք ունենք մի քանի տասնյակ, իրոք մեծ թվով, գրագետ-ունակ անհատների ցանկ, բայց չենք կարողանում ձևավորել գրագետ-ունակ ձևաչափ, որն այս պատմական, ծայրահեղ դժվար պահին կվերցնի պատասխանատվություն։
Անձնական ամբիցիաները, խանդը և նեղ շահերն այս պահին պետք է կտրուկ մոռանալ, քանի որ վատագույն զարգացումների պարագայում բոլորի շահերին և ամբիցիաներին, միևնույն է, փլուզում է սպասում, Արցախը վկա։ Մեր երկրին պետք է դեէսկալացիա՝ մեր սահմաններին և երկրի ներսում, մնացածն արկածախնդրություն է, իսկ դա հնարավոր է միայն այս տարբերակով»,- գրել է Հովհաննիսյանը։
