ՀՅԴ-ին բավարարում է 7 պայմաններից 2-ի կատարումը, որոնց կատարումը դեռ ընթացքի մեջ է

Երեկ ՀՅԴ-ից հաստատեցին, որ սկսել են ՀՀԿ-ի հետ կոալիցիա կազմելու շուրջ բանակցությունները: Այլ կերպ ասած՝ երկարատև շրջանառվող շշուկները, որ ՀՅԴ-ն շուտով կոալիցիա է կազմելու ՀՅԴ-ի հետ, իրականություն են դառնում: Կարևոր է, սակայն, վերհիշել, որ նախկինում դաշնակցականներն անվերջ պնդում էին, թե կգնան ՀՀԿ-ի հետ խորհրդարանական համագործակցության, եթե կատարվեն իրենց կողմից առաջարկված 7 կետերը:
Հիշեցնենք, որ դրանք էին 100-տոկոսանոց համամասնական ընտրակարգի անցումը, կառավարման խորհրդարանական համակարգը, ընդդիմությանը վերահսկողության լծակների տրամադրումը, բիզնեսի և քաղաքականության հստակ տարանջատումը, դատական իշխանության լիարժեք անկախությունը, Հայաստանի և Լեռնային Ղարաբաղի միջև ռազմաքաղաքական դաշինքի կնքումը և սոցիալ-տնտեսական քաղաքականությունը։ Հարց է առաջանում, թե արդյոք իշխանությունները բավարարել են դաշնակցության այդ պահանջները: Դաշնակցական պատգամավոր Արծվիկ Մինասյանն արդեն հասցրել է մեկնաբանել այդ հարցը: Նա հայտարարել է, որ 7 կետը մեծ մասամբ իրականացված է, իսկ, թե որ կետն է մեծ մասամբ կատարվել, դաշնակցական պատգամավորը չի հստակեցրել:
Հիշեցնենք, որ ՀՅԴ-ի գլխավոր պահանջը հայ-թուրքական արձանագրությունների մասով, օրինակ՝ կատարված չէ: Չի կատարվել բիզնեսի և քաղաքականության հստակ տարանջատումը, դատական իշխանության լիարժեք անկախության, Հայաստանի և Լեռնային Ղարաբաղի միջև ռազմաքաղաքական դաշինքի կնքման և սոցիալ-տնտեսական քաղաքականության պահանջը: Թերևս, իշխանությունները մտադիր են իրականացրել ՀՅԴ-ի միայն երկու պահանջը, որոնք այս պահին ընթացքի մեջ են: Խոսքը գնում է կառավարման խորհրդարանական համակարգի մասին: Ճիշտ է՝ սահմանադրական փոփոխություններն ընդունվել են, սակայն երկիրը կառավարման խորհրդարանական համակարգին կանցնի 2018-ին, երբ Սերժ Սարգսյանի պաշտոնավարման ժամկետը կմոտենա ավարտին:
Ինչ վերաբերում է 100-տոկոսանոց համամասնական ընտրակարգի անցմանը, ապա այդ պայմանը կբավարարի, երբ ԱԺ-ն ընդունի ընտրական նոր օրենսգիրք: Նման իրավիճակում կարելի է փաստել, որ ՀՅԴ-ին բավարարում է 2 պայմանի կատարումը, այն պայմանների, որոնց կատարումը դեռ ընթացքի մեջ է:
