Ընտանեկան դրամագլխի գումարները հասանելի դարձան ընտանիքների համար

Այսօր կառավարության որոշմամբ մայրության և երեխայի ծննդյան միանվագ նպաստների շրջանակներում ներդրվել է նպաստի անկանխիկ վճարման նոր կարգ: 

Սահմանվել է ընտանիքի կողմից երեխայի ծննդյան միանվագ նպաստի ընտանեկան դրամագլխի տնօրինման նոր մոտեցում:
Համաձայն գործող օրենսդրության՝ երեխայի ծննդյան միանվագ նպաստի չափը սահմանված է՝ առաջին և երկրորդ երեխայի ծննդյան դեպքում՝ 50 000 դրամ, երրորդ և չորրորդ երեխայի ծննդյան դեպքում՝ 1 000 000 դրամ, հինգերորդ և հաջորդ երեխայի ծննդյան դեպքում՝ 1 500 000 դրամ:
Ընդորում երրորդ և հաջորդ երեխայի ծնվելու դեպքում երեխայի ծննդյան միանվագ նպաստի մի մասը ուղղակի վճարվում է ծնողին, իսկ մի մասը՝ փոխանցվում է նոր ծնված երեխայի անվամբ բացված հատուկ հաշվին՝ որպես ընտանեկան դրամագլուխ, որը երեխան կարող է ստանալ 18 տարին լրանալուց հետո:

ՀՀ կառավարության 2014 թվականի մարտի 6-ի N 275-Ն որոշման համաձայն՝ ընտանեկան դրամագլուխը, կարող է տնօրինվել ընտանիքի կողմից մինչև հաշվետիրոջ 18 տարին լրանալը, հիփոթեքային վարկի տոկոսագումար վճարելու և մայր գումար մարելու համար, ուսման վարձը վճարելու համար, ընտանիքի անդամի համար առողջության ապահովագրություն ձեռք բերելու, սուբսիդավորվող գյուղատնտեսական վարկի տոկոսագումար վճարելու և մայր գումար մարելու, ինչպես նաև հեռավոր, սահմանամերձ, բարձրլեռնային, լեռնային գյուղական բնակավայրերում անշարժ գույք ձեռք բերելու համար:
Սակայն փորձը ցույց տվեց, որ նման սահմանափակումը դժվարեցնում է ընտանիքի կողմից դրամագլխի օգտագործումը և հաճախ պատճառ է դառնում այլ ճանապարհներով այդ գումարը ընտանիքին հասանելի դարձնելու ուղիներ փնտրելու համար, ինչն էլ կոռուպցիոն դրսևորումների պարարտ հող է:

Կառավարության որոշման մեջ արված փոփոխության համաձայն ընտանեկան դրամագլխի գումարը կարող է տնօրինվել նաև նոր ծնված երեխայի մեկ տարին լրանալուց հետո՝ ցանկացած բանկային հաշվի փոխանցելու միջոցով պարբերական վճարումներ կատարելով, բայց ոչ ավելի քան ամսական 25000 դրամը:

Կարևորելով ընդունված որոշումը վարչապետը նշել է, որ այն նպաստում է կոռուպցիոն ռիսկերի վերացմանը, քանի որ քաղաքացիները փորձում են տարբեր ճանապարհներով այդ գումարները ստանալ կանխիկ: «Դրա համար ընթացակարգերը մենք հիմա պարզեցնում և տալիս ենք հնարավորություն, որպեսզի քաղաքացին կարողանա այդ ընտանեկան դրամագլխից ամսական 25 հազար դրամ կանխիկ ստանալ և չփորձել տարբեր ճանապարհներով, նաև կորցնելով այդ գումարի որոշ մասը, ինչպես մեր հետաքննությունն է ցույց տալիս, կանխիկացնել այդ գումարը»,- նշել է Հովիկ Աբրահամյանը:
