Կա կարևոր անելիք
Բերետավորների պահվածքը քաղաքացիների հանդեպ և Վեհափառի հետ կապված միջադեպը միաժամանակ խոսում է իշխանության պանիկայի ու նաև աննորմալ քայլերի հակվածության մասին։ Սրան պետք է լուրջ վերաբերվել։ Անհրաժեշտ են հստակ ձևակերպումներ.
1. Բերետավորների համակարգը գտնում է բանդայի վերածվելու ճանապարհին։
2. Միջադեպը Վեհափառի կամ եկեղեցու հանդեպ չէր, այլ՝ մոտ 2.8 մլն ՀՀ-ում ապրողների, ու մոտ 8 մլն հայի հանդեպ։ Հարցին պետք է նայել այս տեսանկյունից, և ուժերի հարաբերակցությունը դրանով փոխվում է։ Եկեղեց Անհնար է մասնակցել պատարագների, ծեսերի, խնկարկումների, կնունքների անգամ պարզապես մտնել եկեղեցի ու լուռ կանգնել անկյունում ու չվիրավորվել երեկվա տեսարանից։ Միլիոնավոր մարդիկ անձնապես վիրավորված են։ Սա չի մարսվելու, չի ներվելու։ Սա միլիոնավոր մարդկանց վերաբերմունքն է։
3. Չափազանց կարևոր է ազդեցիկ հայերի հստակ հրապարակային վերաբերմունքը(Հայաստանից, Արևմուտքից, Ռուսաստանից, աշխարհի բոլոր ծայրերից) և հստակ խոսքը ուժայիններին՝ ղեկավարներից մինչև բերետավոր։ Այս անմարդկային պահվածքը ֆիքսվում է, անհատապես բոլորինը։
4. Հանրային տարբեր շրջանակաների կողմից ուժայիններին և բերետավորներին ուղղված հստակ ուղերձներ՝ դասախոսներ, մանկավարժներ, մշակույթի, արվեստի գործիչներ, մարզիկներ, բժիշկներ և այլն։ Մեծացնել հանրային ճնշումը։ Սա բնականորեն արդեն տեղի է ունենում, և պետք է ավելի համակարգված դարձնել, որպեսզի մարդկանց արձագանքը տեղ հասնի։
5. Հրաժարականներ՝ ՆԳՆ համակարգից։ ՆԳ բարձրաստիճանների հրաժարականները հենց այս պահին կարող են փրկել նրանց դեմքը և փոխել հանրային տրամադրությունները նրանց հանդեպ։ Ի վերջո, նրանք սովորական մարդիկ են, հետո նոր միայն՝ պաշտոնյաներ և ուզում են հետագայում նույնպես ապրել որպես մարդ։ Իսկ այդ հետոն մոտ է։
6. Մշակել քայլեր, որոնք կդժվարացնեն, էապես կփոքրացնեն իշխանության հիմնական հենարանի՝ բերետավորների կիրառման հնարավորությունները։
7. Կա ռիսկ, որ իշխանության խմբակը կարող է գնալ ոչ ֆորմալ խմբավորումների ձևավորմանը՝ բախումների ու այլ նպատակով։ Այստեղ շատ կարևոր է իրավապահ համակարգի պատասխանատու անձանց ու միավորների պետականամետ ու մասնագիտական պահվածքը։ Սա որևէ կերպ չի կարելի թույլ տալ։
