44-օրյա պատերազմից հետո, երբ ՀՀ իշխանությունն Ադրբեջանին զիջեց/հանձնեց Քաշաթաղի, Քարվաճառի, Հադրութի, Ակնայի շրջանները, Շուշին ադրբեջանցիները Արցախի` այդ պահին հայկական վերահսկողության տակ մնացած տարածքի շուրջ, խոշոր ենթակառուցվածքային աշխատանքներ սկսեցին: Այս մասին իր ֆեյսբուքյան էջում գրել է ընդդիմադիր պատգամավոր Տիգրան Աբրահամյանը։
«Նախ մեկնարկեց դեպի Շուշի ճանապարհը, որից մեկ տարի անց արդեն երկրորդ` դեպի Շուշի գնացողը, որն անցնում էր նաև թունելներով:
Երկրորդ խոշոր ուղղությունը` դեպի Քաշաթաղ ու այնտեղից Քաշաթաղը Քարվաճառին կապող ճանապարհներն էին, որոնց մի մասը ևս թունելներով էր կառուցվում:
Ադրբեջանը 2021-22 թթ.-ին փորձում էր իր վերահսկողության տակ անցած հայկական շրջանները միմյանց կապելու և հայկական Արցախը օղակի մեջ վերցնելու ռազմավարական խնդիր լուծել:
2023 թվականի սեպտեմբերի ռազմական գործողություններից հետո, վերոնշյալ ուղղություններով ենթակառուցվածքային աշխատանքներում լուրջ փոփոխություններ մտցվեցին, որոշ տեղամասերում աշխատանքի ինտենսիվությունը կա´մ կտրուկ ընկավ կա´մ նույնիսկ դադարեց:
Իհարկե, ոչ միայն այս առումով, բայց այս հանգամանքը ևս հստակ ցույց է տալիս, որ Ադրբեջանի ամբիցիաները նույնիսկ կապիտուլյացիայից հետո այն աստիճան ամբիցիոզ չէին որքան 22 թ.-ի աշնանից հետո:
Ավելի պարզ ասած, ակնհայտորեն, պատերազմից անմիջապես հետո, Ադրբեջանը չէր ակնկալում, որ 3 տարի անց հնարավորություն կտրվի Արցախն ամբողջությամբ օկուպացնել, հակառակ դեպքում որոշ մեգապրոյեկտներ լրիվ այլ կերպ կպլանավորվեին ու կիրացվեին:
Հայաստանի կառավարչի հայտնի հայտարարություններն Արցախն Ադրբեջան հռչակելու վերաբերյալ, ինչպես նաև` դրան հաջորդած քաղաքական քայլերը, տարածաշրջանում իրադրային կտրուկ փոփոխությունների բերեցին, որի հետևանքով նաև միջազգային դերակատարների դիրքորոշումներում վերանայումներ եղավ:
Հետևանքը` հանձնված ու հայաթափված Արցախն է:
