«Հայ-ադրբեջանական խաղաղության պայմանագրում Զանգեզուրի միջանցքի հարցը չներառելու որոշումը որոշակիորեն հստակեցնում է Հարավային կովկասով անցնող Հյուսիս-Հարավ ու Արևելք-Արևմուտք ծրագրերի հեռանկարները:

Չինաստանն ու միջինասիական երկրները Եվրոպային կապող Արևելք-Արևմուտք ծրագրի Ադրբեջանով (Միջին միջանցք), Ռուսաստանով ու Իրանով անցնող տարբերակներից երկրորդին ու երրորդին դեմ է հավաքական արևմուտքը, Ռուսաստանն ու Իրանը դեմ են առաջին տարբերակին: Ռուսաստանի ու Իրանի տեսակետից նպաստավոր է Զանգեզուրի միջանցքի ծրագրի անորոշ ժամանակով հետաձգումը, քանի որ վերանում է Միջին միջանքի իրականացման երկու հնարավորություններից մեկը ու մնում է միայն Ադրբեջան-Վրաստան երթուղին: Եթե հոկտեմբերի 26-ին Վրաստանի խորհրդարանական ընտրությունից հետո պահպանվի Վրաստան-հավաքական արրևմուտք սառը ու Վրաստան-Ռուսաստան լոյալ հարաբերությունները հավանաբար Միջին միջանցքի գաղափարը չի իրականանա ու կմեծանա ծրագրի Ռուսաստանով և/կամ Իրանով անցնող տարբերակների հավանականությունը:

Ալիևը այս զարգացումներին պիտի որ տեղյակ լիներ առնվազն ապրիլին Պուտինի հետ մոսկովյան հանդիպումներից: Միջին միջանցքի գաղափարի չեղարկման դիմաց հավանաբար Ալիևը Ռուսաստանից ու Իրանից պիտի երաշխիքներ ստացած լինի, որ Ռուսաստանը Իրանին կապող Հյուսիս-Հարավ ծրագրում Ադրբեջանը համարժեք դերակատարում պիտի ունենա ու վերջապես պիտի կառուցվի Ադրբեջանը Իրանին կապող Ռեշտ-Աստարա երկաթգիծը:

Առաջիկայում լուրջ մրցակցություն է գնալու Հյուսիս-Հարավ ծրագրի Ռուսաստանը Իրանին կապող չորս տարբերակների (Վրաստան-Հայաստան, Ադրբեջան, Կասպից ծով, Ղազախստան-Թուրքմենիա) շահառուների միջև: Ինչպես ուրիշ շատ դեպքերում այս հարցում ևս հաջողության հասնելու Հայաստանի շանսը իշխանափոխությունն է:
