Նոյեմբերի 9-ի եռակողմ փաստաթղթի ցանկացած հիշատակում պետք է դիտարկվի դրա բոլոր կետերի իրականացման համատեքստում:
Երբ ժամանակին Հայաստանի կառավարիչը տարօրինակ շտապողականությամբ այդ փաստաթղթի կապիտուլյացիոն դրութներն էր կատարում` Արցախի տարբեր շրջաններ հանձնում, դեռ այն ժամանակ կանխատեսվում էր, որ Ադրբեջանն իր մասնաբաժին պարտավորությունները չէր կատարելու:
Եթե որևէ բանակցությունում հիմք է ընդունվում եռակողմ հայտարարությունը, ապա այդտեղ հստակ պետք է խոսվի Արցախի, արցախցիների վերադարձի և նրանց անվտանգության երաշխիքների դրույթների մասին:
Հայաստանի իշխանությունը երկիրը վերածել է փորձադաշտի, կենցաղային առևտրի օբյեկտի:
Իսկ ինչո՞ւ որևէ դերակատար պետք է քննարկման առարկա դարձնի հայկական շահը, եթե նույնիսկ ՀՀ իշխանությունն իր երկրի շահերից չի գործում:
Այս խնդիրը միայն առաջին հայացքից է ՌԴ-ի հետ հարաբերություններում արտացոլվում:
