Տիգրան Աբրահամյանը ֆեյսբուքյան իր էջում գրում է.
Զինված ուժերում իրականացվող վարժական հավաքների նպատակների և դրա առանձնահատկությունների մասին բազմաթիվ առիթներով խոսել եմ:
Այն, որ օրենսդրությամբ նախատեսված հավաքների սահմանումը չի համապատասխանում իրականացվող գործընթացին, դա միայն հարցի մի կողմն է:
Եթե խնդիրը սահմանագծի պահպանության իրականացումն է և ուսուցման, հմտությունների կատարելագործման ժամանակի մեծ մասը իրականում նախատեսված է մարտական հերթապահության համար, ապա պետք էլ դա սահմանվի օրենքով:
Երկրորդ, սահմանային անվտանգության և մարտական հերթապահությունից բխող խնդիրները պետք է առաջնահերթ լուծել կանոնավոր բանակի միջոցով, իսկ դրա համար ռեսուրսները պետք է ճիշտ թիրախների ուղղել, այլ ոչ թե բանակը փորձադաշտի վերածել:
Մեկ այլ կարևոր խնդիր, որն անընդհատ քաղաքացիների դժգոհության առիթին է հանգեցնում:
Վարժական հավաքների մասնակցության որոշման հարցը, որը օրենքով մասնակի է կարգավորվում, իսկ արդարության սկզբունքներն ամբողջությամբ խախտված են:
Եթե վարժական հավաքները ռազմական ունակությունները կատարելագործելու և վերապատրաստելու նպատակ են հետապնդում, ապա ի՞նչ տրամաբանությամբ են հավաքների կանչվում 44-օրյա պատերազմի մասնակիցները:
Հասկանալի է չէ՞, որ 44-օրյայի ակտիվ մասնակիցները կամ այդ ժամանակահատվածում ծառայած քաղաքացիները «մարզավիճակում» են և նրանց հետ նոր ուսուցման ծրագրերը, որոշ բացառություններով, ակտուալ չեն:
Սա հատկապես այն պարագայում, որ կան քաղաքացիներ, որոնք 44-օրյա պատերազմին չեն զորակոչվել կամ տարբեր պատճառներով չեն ներկայացել, իսկ վարժական հավաքներ կա´մ ընդհանրապես չեն անցել կա´մ անցել են 10-15 տարի առաջ:
Ստացվում է, որ ո´չ վարժական հավաքի բուն խնդիրներն ամբողջությամբ չեն ծառայում իրենց նպատակին, ո´չ էլ արդարության և տրամաբանության սկզբունքն է գործում:
Դեռ չեմ խոսում ռեսուրս «քերելու» և կոռուպցիոն հնարավոր սողանցքների ու ռիսկերի մասին:
