ՀՀ ԱԺ պատգամավոր Տիգրան Աբրահամյանը գրում է․ «Հայ-ադրբեջանական հարաբերությունների կարգավորման գործընթացում պաշտոնական Մոսկվան անընդհատ հղում է կատարում 2020 թ.-ի նոյեմբերի 9-ի եռակողմ հայտարարությանը:
Եվ որքան էլ ՀՀ իշխանությունը շրջանցում է թեման, ՌԴ-ից ԱԳՆ խոսնակի միջոցով պնդում են, որ եթե ՀՀ-ն հրաժարվեր այդ փաստաթղթից, ապա կա´մ հետ կկանչեր իր դրած ստորագրությունը, կա´մ գոնե դրա մասին հրապարակային հայտարարություն կաներ:
Հայաստանի կառավարչի մասով, մեծ առումով, ամեն ինչ պարզ է, բայց այստեղ կա նաև այլ հանգամանք, որը, թերևս քիչ է քննարկվում:
ՌԴ-ն գործող կամ ակտուալ համարելով եռակողմ հայտարարությունը, ըստ էության, օրակարգային է համարում նաև այդ փաստաթղթում տեղ գտած այնպիսի դրույթները, որոնք վերաբերվում են արցախցիների հետ վերադարձի իրավունքին, նրանց անվտանգության երաշխիքներին, ՀՀ-ի ու Արցախի միջև անվտանգ միջանցքի ապահովմանը և այլն:
Ավելին, ՌԴ-ից ակնարկում են, որ այս հարցերի բանակցմանը նվազագույնը դեմ չեն, սակայն ՀՀ-ից վերոնշյալ թեմայով արձագանք, դիրքորոշում կամ պարզ ասած` շարժ, չկա:
Կան իրավիճակներ, երբ փախուստ իրականությունից և պարզ ճշմարտությունից, պարզապես հնարավոր չէ»:
