Վերջերս «Նոր պաշտպանական պատվեր. Ստրատեգիա» ամսագրում հրապարակվել է իմ հոդվածը՝ Հայաստանի կողմից սպառազինության գնումների փոփոխության թեմայով։
44-օրյա պատերազմից, ինչպես նաև ՀՀ ինքնիշխան տարածքի նկատմամբ հետագա ագրեսիաներից հետո, տարածաշրջանում ուժերի ռազմաքաղաքական հավասարակշռության զգալի փոփոխությունը հանգեցրել է նրան, որ Երևանի տեսանկյունից Մոսկվայի հետ անվտանգության ոլորտում երկկողմ համաձայնագրերը և Հայաստանի անդամակցությունը ՀԱՊԿ-ին դադարել են զսպող գործոն լինել։ Որպես հետևանք ՝ Հայաստանը փաստացի սառեցրել է իր անդամակցությունը ՀԱՊԿ-ում։
ՌԴ-ի հետ հարաբերություններն անկում ապրեցին, երբ Մոսկվան չկարողացավ մատակարարել Հայաստանի կողմից նախկինում գնված սպառազինությունը, և իշխանությունները սկսեցին նոր շուկաներ փնտրել ռազմական տեխնիկա ներկրելու համար։
Սպառազինությունների գնման պայմանագրերի ճնշող մեծամասնությունը կնքվել է Հնդկաստանի հետ՝ ավելի քան $900 մլն ընդհանուր արժեքով։ Հնդկաստանը նաև նշանակել է իր ռազմական կցորդին։
Ֆրանսիական զենքի մատակարարման մասին լուրերը ավելի շատ աղմուկ էին առաջացրել, թեև քանակով զգալիորեն զիջում էին։
Ֆրանսիան և Հայաստանը պայմանավորվել են զրահամեքենաների, ռադարների, ֆրանսիական ՀՕՊ համակարգի և «Ceasar» ինքնագնաց հրացանների մատակարարման շուրջ:
Այսպես, նախկինում ռուսական ռազմարդյունաբերական համալիրի մասնաբաժինը Հայաստանի զինված ուժերում գնահատվում էր ավելի քան 90%։ Այսօր այս տեղը հիմնականում զբաղեցնում է Հնդկաստանը, սակայն այստեղ նույնպես կան ռիսկեր. մեկ երկրից մատակարարումներից կախվածության պահպանում`
• կար Ռուսաստան, այժմ ՝ Հնդկաստան
• Լոգիստիկա. Հնդկաստանից և Ֆրանսիայից մատակարարումները շատ ժամանակ են պահանջում և դժվարություններ կան աշխարհագրությմբ պայմանավորված
• լեզվական խոչընդոտ. նոր սպառազինությունների ինտեգրման և օգտագործման համար շատ ժամանակ է պահանջվում»։
