Նիկոլը ռեգիոնալ ապաշրջափակման վերաբերյալ որոշակի «պարզաբանումներ» է տվել, որով ոչ միայն հակասում է իր` նախորդիվ արված մեկնաբանություններին, այլ ակնհայտ կեղծիք է պարունակում:
Այս մասին իր ֆեյսբուքյան էջում գրել է ԱԺ «Պատիվ ունեմ» խմբակցության քարտուղար Տիգրան Աբրահամյանը՝ կից հրապարակելով լուսանկար:
«Հայաստանի կառավարիչը, նոյեմբերի 9-ի փաստաթղթի 9-րդ կետի` ռեգիոնալ ապաշրջափակման վերաբերյալ, որոշակի «պարզաբանումներ» է տվել, որով ոչ միայն հակասում է իր` նախորդիվ արված մեկնաբանություններին, այլ ակնհայտ կեղծիք պարունակող ձևակերպումներ է արել:
Նախ, Փաշինյանը, ով 3 տարի է ընդհանրապես այդ կետում ՌԴ-ի ներկայությունը չէր տեսնում ու ակնհայտ մանիպուլյացիայի էր գնում, հանկարծ «հիշել» է, որ այնտեղ ՌԴ-ին վերապահված գործառույթ կա ու այսպես ձևակերպել` «ՌԴ ներկայացուցիչներին կարող է վերապահվել մոնիտորինգի ինչ-որ գործառույթ՝ տեսնելու համար, թե ՀՀ-ն ինչքանով է կատարում իր պարտավորությունները»:
Բայց այստեղ էլ մեկ այլ կեղծիք է առաջ մղում, երբ հղում անելով ՌԴ նախագահի հրամանագրին, նշում է, որ Հայաստանի տարածքով (դեպի Սյունիք) անցնող կոմունիկացիայի վրա ռուսների գործառույթը որպես մոնիթորինգ անող է ներկայացված:
Ու սա այն դեպքում, որ այդ հրամանագրում ՌԴ սահմանապահ ծառայության ֆունկցիան ո´չ թե մոնիթորինգ է սահմանված, այլ որպես ՎԵՐԱՀՍԿՈՂՈւԹՅՈւՆ:
Արդյո՞ք Փաշինյանը չգիտի մոնիթորինգ ու վերահսկողություն բառերի տարբերությունը կամ բացատրությունը` բացվածքով. վստահ եմ` շատ լավ գիտի, սակայն հերթական կեղծիքին է գրում:
Վերահսկողությունն առավել լայն հասկացություն է, որը ենթադրում է նաև մոնիթորինգ, սակայն վերահսկողություն տերմինի տակ նաև իրադրության կառավարում է ենթադրում, որը կումունիկացիաների ապահովման և անվտանգության տեսանկյունից առավել լայն լիազորություններ կարող է ենթադրել:
Այստեղ նաև ինչն է խնդիրը: Նիկոլ Փաշինյանը 2020 թ.-ի նոյեմբերին 9-ին փաստաթուղթ է ստորագրել, բայց նա, իր թիմակիցները, քարոզչական գործիքներն այնպես են խոսում կամ մեկնաբանում այդ փաստաթուղթը, կարծես այդ իրադարձությունը Պապ թագավորի ժամանակ է եղել:
Երկրորդ, ցանկացած հիշատակում կամ քննարկում այդ եռակողմ փաստաթղթին պետք է դիտարկել որպես մեկ ամբողջություն` Ադրբեջանի չիրականացրած պարտավորությունների շրջանակներում` Արցախում արցախցիների ներկայություն, նրանց անվտանգության միջազգային երաշխիքների ապահովում, Արցախի ու Հայաստանի միջև անխափան, անվտանգ միջանցքի ապահովում:
Իսկ թե ինչու է Փաշինյանը «հիշել» ռեգիոնալ ապաշրջափակման դրույթում ՌԴ ներկայության մասին, դա ոչ պակաս կարևոր թեմա է, որին այլ առիթով կանդրադառնամ:
