Հարգելի հայրենակիցներ,
«Հայաստանը ես եմ» նախաձեռնությունն արդեն տևական ժամանակ է, ինչ դիմել է ՀՀ կառավարությանը, պետական մի շարք գերատեսչությունների՝ ներկայացնելով պահանջ-առաջարկներ, նպատակ ունենալով կառավարությանը ստիպել գործել ի շահ ՀՀ քաղաքացու՝ ապահովելով նրա որակյալ կյանքն ու անվտանգությունը։
Պետք է նշենք, որ մեր առաջին առաջարկ-պահանջը մասամբ բավարարվեց։
Այն վերաբերում էր գյուղատնտեսական ոլորտի շահութահարկի արտոնության երկարաձգմանը մինչև 2040 թվականը, ինչը պայմանավորված է հետևյալով. շահութահարկի լրացուցիչ բեռի սահմանումը 2025 թվականից սկսած կարող է նպաստել, որ գյուղատնտեսական արտադրանքով զբաղվողների հետաքրքրությունը վերանա և նրանք այլևս չզբաղվեն գյուղատնտեսությամբ, ինչը կարող է հանգեցնել գյուղմթերքների դեֆիցիտի և ներմուծման ծավալի ավելացման։ Միևնույն ժամանակ, նման փոփոխությունը կարող է ազդել գնային քաղաքականության վրա. գյուղմթերքների արժեքներն այս արտոնության չտրամադրման դեպքում ևս 20%-ով կավելանան։
Էկոնոմիկայի նախարարության պատասխանով նշվում է, որ մեր առաջարկը ընդունելի է նրանց համար, բայց արտոնությունը կերկարացվի մինչև 2030 թվականը։
Մենք համարում ենք, որ 5 տարվա հետաձգումը բավարար չէ, քանի որ դա չի ապահովում ներդրողների համար կանխատեսելիություն և վստահություն երկարաժամկետ հեռանկարում, իսկ ցանկացած ներդրող, նախքան որևէ ոլորտում ներդրում կատարելը, հաշվի է առնում ոլորտի ռիսկայնությունը, երկրի ռիսկայնությունը և, բնականաբար, իր ներդրման հետ վերադարձը։ Այսինքն՝ հնարավորինս շատ ներդրումներ ունենալու համար գործարարների համար պետք է ապահովել կանխատեսելի միջավայր։
