Բայդենի նամակից մինչև Ալիևի սեղան՝ Կազանով. ի՞նչ է կատարվել

Ադրբեջանի նախագահ Իլհամ Ալիևը հաստատել է Հայաստանի հետ ստորագրված սահմանազատման ու սահմանագծման հանձնաժողովների աշխատանքի կանոնակարգը: Ինչպես հայտնի է, Հայաստանում կանոնակարգն անցել է ներպետական վավերացման գործընթաց, իսկ Ադրբեջանում այդպիսի գործընթացի մասին որևէ հրապարակային տեղեկություն չի եղել: Եվ հանկարծ տեղեկություն, որ Ալիևը ստորագրել է կանոնակարգը: Դա տեղի է ունենում Կազանի հանդիպումից հետո:
Մինչ այդ ադրբեջանական մամուլում որևէ կերպ չի եղել որևէ բառ անգամ, որ կանոնակարգը անցնում է ներպետական վավերացման գործընթաց: Հետևաբար, մեծ հավանականությամբ Ալիևի ստորագրությունը Կազանում հանդիպման արդյունք է, ինչն էլ հարց է առաջացնում, թե ի՞նչ քննարկումներ են եղել Փաշինյան-Ալիև հանդիպմանը, որի արդյունքում Ադրբեջանի նախագահը ստորագրել է կանոնակարգը: Համենայն դեպս, եղել են ու առկա են հարցեր, թե ինչո՞ւ հանկարծ, առանց նախորդ փուլերի վերաբերյալ որևէ տեղեկատվության: Ադրբեջանի հապաղումը թույլ էր տալիս մտածել, որ Ալիևը, ինչպես ամեն ինչ, կանոնակարգի վավերացումն էլ դիտարկում է քաղաքական առևտրի առարկա: Այդ առևտուրը եղե՞լ է Կազանում:
Ադրբեջանի պարագայում, որտեղ հրապարակայնության ու հաշվետվողականության, կառավարման թափանցիկության հետ կապված, մեղմ ասած, կան խնդիրներ, որևէ կերպ զարմանալի չի լինի, որ կանոնակարգը նախագահի ստորագրությանն արժանանա՝ առանց դրանից առաջ դատական բարձրագույն ատյան ու խորհրդարան անցնելու, ինչը ցանկացած կառավարման համակարգում որևէ միջպետական փաստաթղթի վավերացման տրամաբանական ընթացքն է: Եվ ուրեմն, ինչո՞ւ է Ադրբեջանում լռության մատնվել ճանապարհը մինչև Ալիևի սեղան, իսկ այն, որ հասել է այդ սեղանին, հայտնի է դարձել մայն Կազանի հանդիպումից հետո: Այս հանգամանքը առաջացնում է հարցեր, որոնք վկայում են, որ հայ-ադրբեջանական կանոնակարգի շուրջ այդուհանդերձ, հրապարակային իրականությունից բացի կա նաև որոշակի խորհրդապահական իրողություն:
Ինչպես հայտնի է, Կազանի հանդիպմանն էլ նախորդել էին Բայդենի նամակները, որոնք, իհարկե, կանոնակարգի մասին չէին, այլ խաղաղության պայմանագիրն ավարտելու: Սահմանազատման և սահմանագծման գործընթացի մեկնարկը Կազանում ողջունել էր Պուտինը՝ ԲՐԻԿՍ+ գագաթնաժողովի ելույթում: Ի դեպ, դա հետաքրքիր է նրանով, որ այդ պահին գործնականում սահմանազատում ու սահմանագծում ոչ միայն սկսված չէր որպես այդպիսին, այլ անգամ կանոնակարգը վավերացված չէր: Բայդենի նամակից մինչև Կազան, իսկ Կազանից՝ Ալիևի սեղան: Ի՞նչ է կատարվել այդ ճանապարհին: Հնարավոր է, որ դա հայտնի դառնա շատ մոտ ապագայում, քանի որ կանոնակարգը հաստատելու Ալիևի քայլը, ըստ ամենայնի, պարզապես նախերգանք է:
