Մհեր Ավետիսյանը դեռևս անցյալ տարի նոյեմբերին ֆեյսբուքյան իր էջում գրել է․ 

Պետության կենսունակության գրավականը կայանում է կառավարման ապարատի մասնագիտական պատրաստվածության, իրավական և պատասխանատվության նորմերի հստակ սահմանման և անշեղ պահպանման մեջ։

Պետական պաշտոնների նկարագրության առկայությունը, յուրաքանչյուր կադրին մասնագիտական չափանիշների պահպանմամբ մրցույթի արդյունքում նշանակելը, ծառայողական առաջխաղացման սանդղակի պահպանումը, թույլ կտա ներքևից վերև ձևավորել պրոֆեսիոնալների մի կուռ համակարգ, որը ի վիճակի կլինի ապահովել պետության առաջընթացը։

Ինչպես ժողովրդական իմաստնությունն է ասում՝ կյանքում մի չոփ չստեղծածը չի կարող գերան ստեղծել։

Իսկ արդիական ծրագրերի հիման վրա գործող պաշտոնյաների պարբերական վերապատրաստումները թույլ կտան լինել ժամանակի պահանջներին համահունչ և խուսափել կառավարման համակարգի լճացումից։

Առանձնահատուկ նշանակություն ունի նաև ոլորտային նշանակումը։

Այն պետք է արվի ոչ թե միայն թիմին և անհատին նվիրվածության հիման վրա, կամ փողի և ծանոթի՝ այլ նախևառաջ հիմք ընդունվի տվյալ ուղղության ղեկավարի հավակնորդի մասնագիտական պատրաստվածությունը և փորձը։

Ահա, այս չափանիշների համադրությամբ ձևավորվող կառավարման համակարգն է, որ թույլ կտա հաղթահարել գոյություն ունեցող լճացումն ու իներցիան, ժողովրդի մոտ վստահություն կստեղծի սեփական ուժերի նկատմամբ, հավատ սերմանել հարազատ հողի վրա արժանապատիվ ապագայի նկատմամբ։
