ՄԱԿ-ի քսանիններորդ համաժողովը գրեթե ավարտվեց լիակատար ձախողմամբ. հատկացված երկու շաբաթը բավարար չեղավ համաձայնության հասնելու համար, և գրեթե 200 երկրների պատվիրակներ ևս երկու օր և երկու գիշեր անցկացրին բանակցությունների սենյակներում, որտեղից նրանք դուրս եկան ուժասպառ և զայրացած: Արդյունքում կիրակի գիշերը փոխզիջում է գտնվել, սակայն գրեթե բոլորը դժգոհ են մնացել, գրում է BBC-ն։

Զարգացած տերությունները խոստացել են մինչև 2035 թվականը եռապատկել աղքատ երկրներին փոխհատուցումը մինչև 300 միլիարդ դոլար, սակայն քչերն են այդ գումարից խանդավառվել:

Արևմտյան քաղաքական գործիչների համար կլիմայական ճգնաժամի դեմ պայքարի ծախսերի աճը խոստանում է ընտրական խնդիրներ տանը, քանի որ վերջին տարիներին տնային տնտեսությունների եկամուտներն ու գանձապետարանը խարխլվել են հետքովիդային գնաճի, ինչպես նաև էներգետիկ ճգնաժամի և Ռուսաստանի Ուկրաինա ներխուժման արդյունքում: ԱՄՆ-ում կլիմայական նիհիլիստ Դոնալդ Թրամփի հաղթանակը «կանաչ» օրակարգի նկատմամբ արևմտյան ընտրողների վերաբերմունքի վառ օրինակ է։

Զարգացող երկրները դժգոհ են նաև 300 միլիարդի չափից։ Նախ, նրանք տարեկան ավելի քան 1 տրիլիոն դոլար էին ակնկալում: Եվ երկրորդ՝ Արևմուտքը գրեթե մեկ տասնամյակ ուշացումով կատարեց տարեկան 100 միլիարդ հատկացնելու իր նախկին խոստումները, և այս անգամ կասկածներ կան, որ զարգացած երկրները ժամանակին և լիովին վճարելու փող կճարեն։

«Ոչ մի երկիր չստացավ այն ամենը, ինչ ցանկանում էր, և մենք Բաքվից հեռանում ենք լիքը անելիքներով»,- համաժողովն ամփոփել է ՄԱԿ-ի Կլիմայի փոփոխության շրջանակային կոնվենցիայի գործադիր քարտուղար Սայմոն Սթիլը: «Հիմա հաղթանակի ռազմազեկույցների ժամանակը չէ, մենք պետք է թևերը քշտենք և COP30-ի համար կրկնապատկենք մեր ջանքերը»:

2015 թվականին Փարիզում COP21-ի համանման համաժողովում ստորագրվել է կլիմայի փոփոխության դեմ պայքարի ուղենիշային համաձայնագիր: Այդ ժամանակ աշխարհի բոլոր երկրները համաձայնեցին նվազեցնել արտանետումները և որոշեցին, որ զարգացած երկրները կվճարեն զարգացող երկրներին մաքուր ապագայի անցնելու համար, քանի որ հենց նրանք են հարստացել արդյունաբերական հեղափոխության ժամանակ, որի պատճառով գլոբալ տաքացումն արագացել է։

Իսկ թե կոնկրետ որքան վճարել պետք է որոշվեր մեկ տասնամյակի ընթացքում՝ մինչև 2025 թվականը։ Ուստի փոխհատուցման հարցը դարձավ Ադրբեջանում անցկացված COP29 համաժողովի գլխավոր խնդիրը։

Առ այսօր զարգացած երկրները տարեկան 100 միլիարդ դոլարի «կլիմայական փոխհատուցում» են խոստացել: Զարգացող երկրները տարեկան մինչև 1,3 տրիլիոն դոլար էին պահանջում:

Ուրբաթ ՝ երկշաբաթյա համաժողովի վերջին օրը, ամփոփիչ կոմյունիկեի նախագիծը թվի փոխարեն «X» էր նշված։ Այնուհետև հայտնվեց 250 միլիարդ ԱՄՆ դոլար գումար։ Երկու օր անց հավելյալ վիճաբանություններից հետո այդ գումարն աճեց՝ հասնելով 300 միլիարդ դոլարի:

Ոչ պակաս վիճելի էին ապագա գործարքի մանրամասները, մասնավորապես՝ որ միջոցներից են հատկացվելու գումարները և զարգացող որ երկրները կարող են հավակնել փոխհատուցում ստանալը։

Զարգացող երկրների կատեգորիայի թվին է դասվում նաև Չինաստանը՝ ԱՄՆ-ից հետո աշխարհում երկրորդ տնտեսություն ունեցող պետությունը, և հարուստ նավթային տերությունը՝ Սաուդյան Արաբիան: Աֆրիկայի, Ասիայի և Լատինական Ամերիկայի աղքատ երկրները դա անարդար են համարում:
