Պարզվում է, որ կառավարությունը ներքին կարգով ձգում է այն արցախցիների` բնակարանային սերտիֆիկատներից օգտվելու իրավունքի իրացումը, ովքեր կարող են պետության նախատեսված գումարը կանխավճար մուծել և դրա հիման վրա վարկ վերցնել: Այս մասին իր էջում գրել է ԱԺ «Պատիվ ունեմ» խմբակցության քարտուղար Տիգրան Աբրահամյանը:

Նա, մասնավորապես, նշել է. «Պայմանական, եթե 4 հոգանոց ընտանիք է և բնակարան է ցանկանում գնել Երևանում, ապա նրան տրվում է 12 մլն դրամ` սերտիֆիկատի ձևով:

Այս պայմաններում, բնականաբար, ընտանիքը պետք է հավելյալ հիպոթեքային վարկի տակ մտնի, որտեղ Երևանի դեպքում, մինչև 2025-ի հունվարի 1-ը, գործում է տոկոսադրույքի վերադարձի դրույթը:


Սակայն ինչպես ինձ հավաստիացրեցին այս ծրագրի շահառուները, այս ծրագրով կառավարության հետ աշխատող բանկերը, «վերևից» իջեցված հրահանգով, ամեն ինչ անում են, որ մարդիկ չկարողանան այս տարի ձևակերպել վարկը և հետագա տարիներին չօգտվեն տոկոսադրույքի գումարների հետ վերադարձից:

Ես տեղյակ չեմ` կա՞ն շահառուներ, որոնց վարկավորել են, սակայն ինձ դիմել են մարդիկ, որոնց դեպքում, այդ հիմքով խնդիր կա, ենթադրաբար այդ հանգամանքը տարածվում է շատերի վրա կամ բոլորի (փորձում եմ պարզել):

Կարծում եմ, որ սրանով է պայմանավորված, որ այն օնլայն հարթակը, որը գործում է սերտիկատների դիմելու համար, շատ դեպքերում, սահմանված ժամկետում չի պատասխանում շահառուների դիմումներին (ես էլ եմ այդպիսի ահազանգ ստացել):

Այսինքն, գործընթացը ձգում են, որպեսզի Երևանում բնակարան գնողների դեպքում` անհնարին դարձվի տոկոսադրույքի հետ վերադարձի գումարներից օգտվելու հնարավորությունը և, այնպես են պրոցեսը տանելու, որ յուրաքանչյուր տարվա ընթացքում, սահմանափակ թվով ընտանիքներ օգտվեն ծրագրից:

Առանց այդ էլ կառավարության այս ծրագիրը բազմաթիվ խնդիրներ էր ստեղծել Արցախից բռնի տեղահանվածների համար, հիմա էլ լրացուցիչ արհեստական խոչունդոտներ:

Երբ որ սրան էլ գումարում ես հաջորդ տարվանից արցախցիների համար նախատեսված սոցիալական ծրագրի կրճատումները, ապա սարսափելի իրավիճակն ամբողջական է դառնում»:
