infoteka24.ru-ն «Սպառազինվելը մի տեսակ այդպիսի բան է... չերևացո՞ղ» վերնագրով հոդվածում գրում է, որ Ադրբեջանի կառավարության տարբեր պաշտոնյաներ հաճախ են խոսում Հայաստանի ռազմականացման, տարբեր երկրներից զենք գնելու մասին և նույնիսկ պնդում են, որ դա կարող է նպաստել տարածաշրջանում լարվածության աճին: Արդյո՞ք Հայաստանն իսկապես նոր զինատեսակներ է գնում: Այո՛։ Իսկապե՞ս այդ զենքերն ուղղված են լինելու Ադրբեջանի դեմ։ Այո՛։ Իսկապե՞ս Հայաստանն ուզում է նոր պատերազմ: Ոչ: Բայց այդ դեպքում ինչո՞ւ է Հայաստանը գնում այդ ամենին։ Իհարկե, ինքնապաշտպանության համար։ Հարցն այն է, որ որոշ առանձնահատուկ շնորհալի մարդիկ կա՛մ չեն հիշում, կա՛մ չեն ուզում հիշել, որ հենց Ադրբեջանն է մշտապես ռազմական սադրանքներ նախաձեռնում տարածաշրջանում։
 
Հենց Ադրբեջանն է պարբերաբար օգտագործում ագրեսիվ հռետորաբանություն՝ դրանով իսկ կասկածի տակ դնելով խաղաղությունը տարածաշրջանում։ Հայաստանն իր հերթին, նույնիսկ հռետորաբանության մակարդակով, միշտ հավատարիմ է խաղաղ մոտեցմանը։ Իսկ զենքերը, ինչպես արդեն ասվեց, անհրաժեշտ են հենց այդ խաղաղությանը աջակցելու և երկրների միջև հավասարակշռությունը վերականգնելու համար։ Բայց վերադառնանք ռազմականացման հարցին։ Քանի որ Ադրբեջանը խոսում է Հայաստանի ռազմականացման մասին, տեսնենք, թե ինչպես են նրանք վերաբերվում ռազմականացմանն ու մարդկանց կենսամակարդակին։
 
Վերջերս Ադրբեջանի ֆինանսների նախարար Սամիր Շարիֆովը հպարտությամբ հայտարարեց, որ «եկող տարվա համար պետական բյուջեի կանխատեսվող սոցիալական ծախսերը կազմում են 6,313 միլիարդ մանաթ (3,7 միլիարդ դոլար), ինչը 1,6 անգամ գերազանցում է 2021 թվականի նույն ցուցանիշը։ Կարելի է դրանով ավարտել գրառումը, բայց եկեք շարունակենք: Ադրբեջանի 2025 թվականի բյուջեի ծախսային մասը կազմում է մոտավորապես 41,3676 մլրդ մանաթ, ռազմական բյուջեն կկազմի 8,39 միլիարդ մանաթ (գրեթե 5 միլիարդ դոլար)։ Իսկ եթե վերցնենք 2021 թվականը, որի մասին խոսել է ադրբեջանցի նախարարը, ապա այն ժամանակ ռազմական բյուջեն կազմել էր գրեթե 4,42 մլրդ մանաթ (2,6 մլրդ դոլար)։
 
Անգամ բացարձակ թվերով ռազմական ծախսերի նկատմամբ կա նկատելի կողմնակալություն, սակայն ադրբեջանական ժողովրդի արձագանքն է հետաքրքիր։ Երկիրը սոցիալական տխուր վիճակում է, իսկ ռազմական ծախսերը գերազանցում են սոցիալական ծախսերը ավելի քան 2 միլիարդ մանաթով։ Անգամ վերջին հաղթանակներից հետո Ադրբեջանը շարունակում է իր ակտիվ ռազմականացումը՝ անտեսելով իր քաղաքացիների սոցիալական անմխիթար վիճակը։ Այստեղ ամենահարմար ցուցանիշը Հայաստանի և Ադրբեջանի մեկ շնչին ընկնող ՀՆԱ-ի համեմատությունն է։ Թեև Ադրբեջանն ունի բնական ռեսուրսներ և դրանց նկատմամբ մեծ պահանջարկ, սակայն 2023 թվականին մեկ շնչին ընկնող ՀՆԱ-ն Հայաստանում կազմել է 8153 դոլար, իսկ Ադրբեջանում՝ 7525 դոլար։ Կարծում ենք, որ սա բավական է հասկանալու համար, թե տարածաշրջանում ովքեր են գնում ռազմականացման ճանապարհով՝ մոռանալով իրենց քաղաքացիների մասին։
