Հիփոթեքային վարկերի տոկոսների փոխհատուցման համար եկամտահարկի վերադարձի գործիքի չեղարկումը, թեև ճիշտ է, բայց մի փոքր ուշացած է։ Այս մասին NEWS.am-ի թղթակցի հետ զրույցում ասել է ֆինանսների նախկին նախարար Վարդան Արամյանը։
Նրա գնահատմամբ, եթե 2018թ-ից հետ այս ծրագրի շարունակման հիմքում դրվել է երկարաժամկետ տնտեսական նպատակ և ոչ թե կարճաժամկետ, ապա դա հակասում է արտահանմանն ուղղված տնտեսության զարգացման քաղաքականություն ունենալու հայտարարություններին, քանի որ նման քաղաքականությունը խթանում է ոչ արտահանելի ճյուղերի զարգացումը ի հաշիվ արտահանելի ճյուղերի:
Արամյանն ավելացրել է, որ եթե սա սոցիալական ծրագիր է, ապա պետք էր թիրախային խմբեր փնտրել, որը ևս բացակայում է:
Նա ընդգծել է, որ այս ծրագրից հիմնականում օգտվել են բարձր եկամուտներ ունեցող մարդիկ, որոնք պետության հաշվին լրացուցիչ բնակարան են ձեռք բերել։
Միաժամանակ, իշխանություններն իրենց կառավարման առաջին օրերին սպասումներ են ձևավորել դեվելոփերների համար, որպեսզի նրանք շարունակեն իրականացնել ծրագրերը, նշել է փորձագետը։
«Արդյունքում՝ բնակարանաշինությունը ծաղկել է, իսկ Երեւանը խեղդվում է փոշուց, ռեսուրսներն էլ գնացել են, այդ թվում՝ շինարարության ոլորտ, այսինքն ոչ արտահանելի ոլորտը առվելություններ է ստացել և խեղդել արտահանելի ոլորտներին»,- նշել է նախկին նախարարը։
Հիշեցնենք, որ 2015թ. Հայաստանում մեկնարկել է նորակառույց շենքերի հիպոտեքի տոկոսների մարման ծրագիր՝ եկամտահարկի վերադարձի միջոցով։ 2025թ. հունվարի 1-ից Երեւանում տոկոսների վերադարձ չի իրականացվի, այլ կշարունակի գործել Արագածոտնի, Արմավիրի եւ Կոտայքի մարզերում։ 2029-ից համակարգը կդադարի գործել հանրապետության ողջ տարածքում, բացառությամբ կառավարության կողմից հաստատված ցանկում ընդգրկված սահմանամերձ բնակավայրերում կառուցվող անշարժ գույքի։
