ՀՀ և ԱՄՆ միջև Ռազմավարական գործընկերության կանոնադրությունը ստորագրելու գործում ցուցաբերված շտապողականությունը պարզ է. այս փաստաթղթով ԱՄՆ-ն ողջույններ է հղում Ռուսաստանի և Իրանի նախագահներին։

«ՀՀ և ԱՄՆ միջև Ռազմավարական գործընկերության կանոնադրությունը ստորագրելու գործում ցուցաբերված շտապողականությունը պարզ է. այս փաստաթղթով ԱՄՆ-ն ողջույններ է հղում Ռուսաստանի և Իրանի նախագահներին, որոնք հունվարի 17-ին Մոսկվայում համապարփակ ռազմավարական գործընկերության համաձայնագիր են պատրաստվում ստորագրել։
Հայ-ամերիկյան փաստաթղթի ուշադիր ընթերցողը կտեսնի, որ այնտեղ Իրանին ու Ռուսաստանին անհանգստացնող (եթե չասենք՝ սպառնացող) բազում դրույթներ կան։ Ստորագրված կանոնադրությունը, ըստ էության, Հայաստանը դարձնում է տարածաշրջանում ԱՄՆ վերահսկողական ծրագրերի իրականացման գործիք, որն ամեն պահ կարող է օգտագործվել թե՛ Մոսկվայի և թե՛ Թեհրանի դեմ։ Իսկ սա առնվազն նշանակելու է հակազդեցություն։ Ցավոք, Հայաստանը շարունակում է մնալ աշխարհաքաղաքական կենտրոնների շահերի բախման վայր, ինչը բազում վտանգներ է պարունակում մեզ համար։
Հայաստանի իշխանությունները հետևողականորեն սրում են Ռուսաստանի և Իրանի հետ հարաբերությունները։ Դա արդեն ոչ թե համագործակցությունից հրաժարվելու, այլ կոնկրետ հակամարտության է նմանվում։ Ի՞նչ կարող է ստանալ Հայաստանն այդ հակամարտությունից։ Իհարկե՝ միայն նոր կորուստներ։ Իսկ որո՞նք են այն երաշխիքները, որ մեր երկիրը կարող է դիմակայել Ադրբեջանի, Թուրքիայի, Իրանի և Ռուսաստանի հետ զուգաեռ ընթացող փաստացի բոլոր այս հակամարտություններում։ Չկան նման և ոչ մի երաշխիք։ Հետևաբար ո՞րն է Փաշինյանի կառավարության իրական նպատակը։
Փաշինյանն ու Միրզոյանը անցած երեկո ևս մեկ քայլով պատերազմը մոտեցրեցին մեր երկրի սահմաններին։ Վախենամ, թե այն այլևս անխուսափելի է։ Վստահ եմ՝ Ադրբեջանի դիվանագետներն առավոտյան ժամը 6-ից ՀՀ և ԱՄՆ միջև ստորագրված կանոնակարգը ձեռքներին կանգնած են Ռուսաստանի և Իրանի արտգործնախարարությունների դռների առջև։ Մի քանի օր առաջ Ալիևը վստահեցնում էր, որ Սյունիքի համար հնարավոր պատերազմն ուղղված չի լինելու Մոսկվայի և Թեհրանի դեմ։ Այսօրվանից նա կասի, որ այդ պատերազմը հանուն նրանց շահերի է։ Եվ, ինչ-որ առումով, կլինի ճիշտ։
Ահա, թե ինչ են արել նախօրեին Փաշինյանն ու Միրզոյանը, համոզված եմ՝ նույն Ալիևի թելադրանքով։ Արդյունքում՝ ԱՄՆ-ն իր խնդիրներն է լուծում, Ադրբեջանը՝ իր։ Եվ այդ ամբողջը կրկին Հայաստանի հաշվին»։
