ՀՀ պատմության մեջ առաջին անգամ ՄԻՊ-ը սպառնшլիք է հնչեցնում ԱԺ պատգամավորի հասցեին՝ բարձրացված խիստ մտահոգիչ հարցերի համար․ Գառնիկ Դանիելյան

ՀՀ Մարդու իրավունքների պաշտպանը ֆեյսբուքյան իր էջում հանդես է եկել հայտարարությամբ, որտեղ հորդորում է ինձ պահպանել պատգամավորական էթիկայի կանոնները և զերծ մնալ ՄԻՊ-ին քննադատելուց՝ սպառնալով քրեական օրենսգրքի հոդվածներով։ Այս մասին Ֆեյսբուքի իր էջում գրել է Ազգային Ժողովի «Հայաստան» խմբակցության պատգամավոր Գառնիկ Դանիելյանը։
«Տիկին Մանասյանին վրդովեցրել է իմ հրապարակումն այն մասին, որ ՀՀ քրեակատարողական հիմնարկներում մարդու իրավունքների պաշտպանության տեսանկյունից խայտառակ իրավիճակ է, և, որ, պատկան մարմինների, ինչպես նաև՝ ՄԻՊ-ի ձեռնարկած քայլերը բավարար չեն իրավիճակը շտկելու համար։ Անհասկանալի է, թե այստեղ ՔՕ ո՞ր հոդվածն է խախտված:
Սա պարզապես խայտառակություն է, ոչ այլ ինչ, քան ինձ լռեցնելու փորձ․ եզակի դեպք ՀՀ պատմության մեջ, երբ Մարդու իրավունքների պաշտպանը սպառնալիք է հնչեցնում ԱԺ պատգամավորի հասցեին՝ բարձրացված խիստ մտահոգիչ հարցերի համար: Այնինչ, ՄԻՊ-ի իրական գործառույթը պետք է լիներ հենց իմ ահազանգի հետքերով գնալը:
Իսկ հիշու՞մ է ՀՀ ներկայիս ՄԻՊ-ը էթիկայի մասին, երբ
ԱԺ նախագահը թքում է քաղաքացու վրա
Իշխանական պատգամավորը սպառնում է լեզու ու ականջ կտրել
Իշխանության տարբեր ներկայացուցիչներ սեռական բնույթի հայհոյանքներ են ուղղում մեր քաղաքացիներին։
Քննադատությունից վրդովված ՄԻՊ-ը որտե՞ղ է, երբ ապօրինաբար կալանավորում են ընդդիմադիրներին, անչափահասներին, արցախցիներին, վերջիններիս նկատմամբ ատելության խոսք հնչեցնում։
Որտե՞ղ են վերջինիս հստակ գնահատականներն ու գործողությունները, երբ ցուցարարների նկատմամբ ոստիկանության կողմից կիրառվում են արգելված միջոցներ, աննախադեպ բռնություն։
Բոլոր նման դեպքերում արագ արձագանքում են կամ ընդդիմադիր պատգամավորները, կամ փաստաբանները։ Տեսնես ինչի՞ց է, որ երբևէ մեր կողքին չենք նկատում իմ հրապարակումները ուշադիր կարդացող Մարդու իրավունքների պաշտպանին։
Նշեմ նաև, որ երբ Սրբազան պայքարի համակիրների ավտոմեքենաները ամիսներ շարունակ ապօրինաբար տուգանային հրապարակներում էին, Մարդու իրավունքների գրասենյակից չլսեցինք որևէ արձագանք այդ մասին։
Ինչ վերաբերում է ՀՀ քրեակատարողական հիմնարկներում պահվող անձանց խնդիրներին, ինքս անձամբ, պարբերաբար այցելություններ եմ ունենում այդ վայրեր, և փաստում եմ, որ այն բոլոր խնդիրները, որոնք ներկայացրել եմ իմ հրապարակներում, ամիսներ շարունակ չեն ստանում լուծում։
Միայն վերջին 4 շաբաթում քրեակատարողական հիմնարկներում արձանագրվել է 4 մահվան դեպք․ 2-ը ինքնասպանության, 1-ը՝ հացադուլի հետևանքով։
Վերահաստատում եմ պնդումս, որ այս հարցերը նախևառաջ ՄԻՊ-ի գործունեության շրջանակներում են: Իսկ թե ինչու՞ է նման արձագանքի արժանանում ՄԻՊ-ի կողմից՝ պետք է ենթադրել:
Կոչ եմ անում տիկին Մանասյանին դուրս գալ դատախազի դերից և սպառնալիքներ հնչեցնելու փոխարեն նույն ջանասիրությամբ լծվել իր պարտականությունների կատարմանը։ Այլապես, ոչ մեկիս պատիվ չի բերում ՀՀ ՄԻՊ-ի հանդեպ աննախադեպ ցածր վստահությունն ու վարկանիշը»,- գրել է նա։
