Նիկոլ Փաշինյանի իշխանությունն իր պաշտոնավարման ողջ ընթացքում աչքի է ընկել ցանկացած նախաձեռնություն տապալելու իր կարողությամբ։ Յուրաքանչյուր, նույնիսկ նորմալ առաջարկ «Քաղպայմանագիրն» այնպես է հարամում, որ լավ բանի փոխարեն վատն է ստացվում։ Նույնը եղավ նաև համընդհանուր հայտարարագրման համակարգի հետ։
Նիկոլ Փաշինյանը երեկ կայացած մամուլի ասուլիսում հայտարարել է, թե 2025 թվականի համար հայտարարագրման ժամկետը մայիսից տեղափոխվում է նոյեմբերի 1-ը։ Պատճառը, ըստ վարչապետի պաշտոնը զբաղեցնող անձի, ID քարտերի ստացման հերթերն են, իսկ առանց նույնականացման քարտի հնարավոր չէ եկամուտների հայտարարագիր լրացնել: Մինչ իշխանությունը փորձում է հընթացս տարբեր արտոնություններ մոգոնել, քաղաքացիներին համոզել, որ այդ համակարգի ներդրումն անհրաժեշտ է, որևէ լուրջ քայլ չեն արել այդ համակարգի ներդրման ուղղությամբ։
