1988թ. փետրվարի 20-ը խորհրդանշական օր է, քանզի 37 տարի առաջ դրվեց մի պայքարի հիմնաքար, որը դարձավ բովանդակ հայ ժողովրդի մտորումների սևեռակետը: Այդ օրը ԼՂԻՄ ժողովրդական պատգամավորների արտահերթ նստաշրջանը, արտահայտելով հայ ժողովրդի միասնական կամքը և առաջնորդվելով ԽՍՀՄ սահմանադրության համապատասխան դրույթներով, որոշում ընդունեց դիմել Ադրբեջանական ԽՍՀ և Հայկական ԽՍՀ Գերագույն խորհուրդներին` ԼՂԻՄ-ը Ադրբեջանի կազմից դուրս բերելու և Հայաստանի կազմի մեջ ընդգրկելու խնդրանքով:
ԼՂԻՄ հայ բնակչության սահմանադրական պահանջներին Ադրբեջանը հակադրեց բիրտ ուժի և բռնությունների քաղաքականությունը, որը 35 տարուց ավել դարձավ այդ երկրի ռազմաքաղաքական ղեկավարության գործելաոճը: Դրա բարձրակետը 2023թ. սեպտեմբերի 19-ի ռազմական ագրեսիան էր: Ցավոք, աշխարհի լուռ համաձայնությամբ Ադրբեջանը նոր ցեղասպանություն իրականացնելու սպառնալիքով բռնազավթեց հայ ժողովրդի հայրենիքի մի մասը՝ Արցախի Հանրապետության ողջ տարածքը:
Պատմական ու ազգային այս մեծ ողբերգության արդյունքում 150 հազար արցախցիներ ստիպված էին տեղահանվել իրենց բնակավայրերից և ապաստան գտնել Հայաստանի Հանրապետությունում՝ հայրենիք վերադառնալու փափագով և ազգային արժանապատվությունը վերականգնելու հույով ու վճռականությամբ:
Բայց հայի վերընձյուղվելու կամքն ու վճռականությունը երբեք թույլ չի տվել հուսահատվել:
Փետրվարյան վերածննդի շունչը, հայրենիքի, պետականության, ազատության ու անկախության համար թափած արյունն ու քրտինքը մեզ մղում են չընկրկել դժվարությունների առջև:
Մենք՝ որպես Արցախի ժողովուրդ, շարունակելու ենք պայքարել: Հայրենի բնօրրան անվտանգ և արժանապատիվ վերադառնալու Արցախի Հանրապետության ժողովրդի իրավունքը ոչ միայն օրինական է, այլև ամբողջովին տեղավորվում է հիմնված միջազգային իրավունքի նորմերի ու սկզբունքների համատեքստում:
Չնայած տեսանելի և անտեսանելի խութերին, հայ ժողովրդի կորսված իրավունքի վերականգնումը պետք է դառնա ներկա սերնդի գործունեության առանցքը:
Այսօր, հիշելով 1988-ի փետրվարի 20-ի խորհուրդը, մենք վերահաստատում ենք արդարության, ճշմարտության ճանապարհով ընթանալու և պատմական հիշողությունը պահպանելու մեր անօտարելի իրավունքը:
