Բաքվում Կարմիր խաչի գրասենյակի փակում նախ թիրախավորում է հենց Բաքվում ապօրինաբար պահվող հայերին: Այս մասին NEWS.am-ի հետ զրույցում ասաց իրավապաշտպան Սիրանուշ Սահակյանը:
«Թեեւ Կարմիր խաչը մարդասիրական մանդատ է իրականացնում նաեւ ներպետական օրենսդրության շրջանակներում ձերբակալվածների, կալանավորվածների առնչությամբ, սակայն դրանք առավելապես բացառություն են եւ հիմնական գործունեությունը ուղղված է կոնֆլիկտում ներգրավված պետությունների քաղաքացիներին իրական աջակցություն տրամադրելուն: Այս թիրախավորված մոտեցման շրջանակում Ադրբեջանը առավել ցավ ու տառապանք է փորձում պատճառել թե այնտեղ գտնվող հայ պատանդներին, եւ թե նրանց ընտանիքի անդամներին: Մենք նշել ենք, որ խոշտանգումների կանխարգելման մեխանիզները հնարավորություն չունեն այցելել պատանդներին, միակ հնարավորությունը Կարմիր խաչի աշխատակիցներն էին իրենց սահմանափակ մանդատով: Ադրբեջանը ցանկանում է ամբողջական մեկուսացման ենթարկել հայ պատանդներին, այդ պայմաններում մեծանում են կամայականությունների ռիսկերը»,-ասաց նա:
Իրավապաշտպանը շեշտում է,որ եթե այս պահին կա բռնություններ, հոգեբանական տառապանքի դրսեւորումներ, սակայն կյանքի պաշտպանությունը ապահովված է, ապագայում Ադրբեջանում պահվող հայերի կյանքը հայտնվելու է անմիջական եւ իրական սպառնալիքների ներքո:
«Այս մեկուսացվածության շղթան ճեղքելու նպատակով պետք է այլընտրանքային քայլեր ձեռնարկել, մասնավորապես ակտիվացնել աշխատանքը խոշտանգումների կանխարգելման մեխանիզմների հետ: 2025 թվականին նախատեսված է պարբերական այցելություն Ադրբեջան, կարծում եմ՝ պետք է հասնել նրան, որ խոշտանգումների կանխարգելման կոմիտեն այցելի հայ պատանդներին: Նաեւ փոխարինող միջոց կարող է դառնալ հյուպատոսական այցելությունների իրավունքի իրացումը»,-ասաց նա:
