ՀՀ վարչապետի պաշտոնը զբաղեցնող Նիկոլ Փաշինյանը հուսահատ ջանքեր է գործադրում Գյումրիում տեղական ինքնակառավարման մարմինների ընտրությունները փրկելու համար: Երեկ «Քաղաքացիական պայմանագիրը» դրամահավաք հանդիպում էր կազմակերպել Գյումրիում, որի ընթացքում ելույթ է ունեցել նաև Նիկոլ Փաշինյանը, հայտարարել, թե ՏԻՄ ընտրություններին մասնակցելու ինքնահայտարարագրվածները մեկ նպատակ ունեն` պաշտպանել իրենց թալանածը։ «Նրանք, ովքեր արդեն «ինքնահայտարարագրվել» են Գյումրիի ընտրություններին մասնակցելու նրանց մասնակցությունն ունի մի համատեքստ նրանք դուրս են եկել իրենց գողացված գույքերը պաշտպանելու վերջին կռվին և ճակատամարտին»,- ասել է Փաշինյանը, որը մինչ այդ նաև շրջել է Գյումրիում, տեսանյութ տարածել` փորձելով տպավորություն ստեղծել, թե ամեն ինչ լավ է Հայաստանի 2-րդ քաղաքում։

Ընդ որում, մեղադրանքների իր խոսքում նա միայն ընտրությունների մասնակիցներից միայն նախկին քաղաքապետ, ցուցակը գլխավորող Վարդան Ղուկասյանի անունն է տվել, սակայն հայտարարել է, թե Գյումրիի ընտրություններին մասնակցում է 300-350 միլիոնդոլարի ապօրինի ձեռք բերված գույք, որը սպասում է վերադարձի, հայտարարում է, թե դրանք նախկին դեսպան Միքայել Մինասյանին, Վարդան Ղուկասյանին, 2-րդ և 3-րդ նախագահներ Ռոբերտ Քոչարյանին ու Սերժ Սարգսյանին են պատկանում։

2018 թվականի իշխանափոխությունից հետո Փաշինյանը մշտապես խոսել է ապօրինի գույքերը հետ վերադարձնելու մասին։ Մինչ օրս առնվազն այս անձանցից ապօրինի գույք չի վերադարձվել կամ էլ չնչին ինչ-որ միավորներ, այն էլ բացառապես քարոզչական նպատակներով, որպեսզի տպավորություն ստեղծի, թե նախկինները «հանցագործ և թալանչի» են։ Փաստացի Գյումրիի ընտրությունները Փաշինյանի համար հերթական առիթն են դարձել, այսպես կոչված «նախկիններ-ներկաներ» դիսկուրսը ծավալելու, այդ կերպ կրկին դիվիդենտներ հավաքելու համար։ Այն, որ նման քաղաքականությունը ձախողված է, վաղուց հայտնի է, սակայն ինքը` Փաշինյանը և իր թիմակիցները որևէ հնարավորություն ու տարբերակ չունեն այլ եղանակով ազդելու Գյումրիի ընտրությունների վրա։

Վարչական ռեսուրսը, ֆինանսական միջոցներն ու կրիմինալը, ինչպես նաև բիրտ ոստիկանական հետապնդումները, ըստ էության, որևէ կերպ չեն կարող օգնել Նիկոլ Փաշինյանի իշխանությանը, ուստի և Փաշինյանն անձամբ է իր ձեռքը վերցնելու Գյումրիի ընտրությունների ողջ ընթացքի կազմակերպումը և վերահսկողությունը։ Դա նաև մյուս կողմից վկայում է, որ Փաշինյանը չի վստահում իր գյումրեցի բավական մեծաթիվ կողմնակիցներին։ Կարծում է, թե վերջիններս աշխատելու են իրենց դրած թեկնածու Սարիկ Մինասյանի դեմ։
