Մարտի 13-ին Բաքվի բռնապետական վարչախումբը և դրա հայաստանյան կամակատարները հայտարարեցին, որ վերջնականացված է «Խաղաղության պայմանագիր» կոչված կապիտուլյացիոն փաստաթուղթը՝ ադրբեջանական բոլոր պահանջներով հանդերձ։

Այսպիսով ադրբեջանական կողմի թելադրանքով Հայաստանի գործող օկուպացիոն վարչախումբը պատրաստակամություն է հայտնել ստորագրել մի թղթի տակ, որով ամրագրել է Հայաստանի վերջնական կապիտուլյացիան, ոտնահարել է Արցախի ժողովրդի ինքնորոշման իրավունքը, ամբողջությամբ հրաժարվել է նրա 150 հազար քաղաքացիների՝ իր տուն վերադառնալու և արժանապատիվ ապրելու բնատուր իրավունքից։

Գործող վարչախումբը փաստացի պարտավորվել է ադրբեջանական կողմին միջանցք տրամադրել ՀՀ տարածքով, հրաժարվել միջազգային ատյաններում Ադրբեջանի դեմ Հայաստանի ներկայացրած արդարացի հայցերից, կատարել ՀՀ սահմանադրության փոփոխությամբ Անկախության հռչակագրից հրաժարվելու Բաքվի լկտի պահանջը։
Սա ստորացում է, դավաճանություն հայ ժողովրդի նկատմամբ, անարգանք հանուն հայրենիքի կյանքը զոհած նահատակների հիշատակի հանդեպ:

«ՀայաՔվե» ազգային քաղաքացիական միավորումը բացարձակ հրամայական է համարում իշխանափոխությունը․ միայն ու միայն գործող կապիտուլացիոն վարչախմբին իշխանությունից հեռացնելով հնարավոր կլինի կանխել Հայաստանի վերջնական կապիտուլյացիան։

Արցախի ժողովրդի անվտանգ ու արժանապատիվ վերադարձը, նրա ինքնորոշման իրավունքի իրացումը, Բաքվի բանտերից հայ պատանդների անհապաղ ազատ արձակումը, Հայաստանի Հանրապետության օկուպացված տարածքների ազատագրումը, Հայաստանի հզորացումը և Հայոց ցեղասպանության միջազգային ճանաչումն ու դատապարտումը անսակարկելի են մեզ համար, և մենք հետևողական ջանքեր ենք գործադրելու՝ այդ ճանապարհին բոլոր խոչընդոտները վերացնելու, և մեր ազգային նպատակները իրականություն դարձնելու:
