Տևական ժամանակ մանևրելով և խուսափելով ուղիղ հարցերին պատասխանելուց` գործող իշխանությունները երեկ առաջին անգամ հաստատեցին, որ Սահմանադրության փոփոխությունն իրականացնում են դրա նախաբանից Անկախության հռչակագիրը հեռացնելու համար։ Նիկոլ Փաշինյանը խորհրդարանում լրագրողների հետ զրույցում ասել է, թե նոր Սահմանադրության տեքստում Անկախության հռչակագրին հղում պետք է չլինի` հստակ շեշտելով, որ դա իր քաղաքական դիրքորոշումն է։ 

«Այդ տեքստը նրա մասին է, որ Հայաստանի անկախ հանրապետություն, պետականություն չի կարող լինել, չի կարող լինել, դա անհնար է: Եթե ես սա ասում եմ, հետևաբար՝ ես չեմ կարող ասել, որ նոր Սահմանադրության տեքստում պետք է լինի հղում Անկախության հռչակագրին։ Ընդհակառակը՝ ես կարող եմ ասել, որ իմ կարծիքով՝ նոր Սահմանադրության տեքստում չպետք է լինի հղում Անկախության հռչակագրին, բայց էլի ուզում եմ ասել՝ որոշողը Հայաստանի Հանրապետության ժողովուրդն է»,- նշել է Փաշինյանը։ 

Հիշեցնենք, արդեն գրեթե 2 տարի Ադրբեջանը հայտարարում է, թե չի ստորագրելու խաղաղության պայմանագիրը, քանի դեռ չեն կատարվել իր մի քանի պահանջներ։ Նույնիսկ վերջերս խաղաղության տեքստի բոլոր 17 հոդվածները համաձայնեցնելուց հետո Ադրբեջանը Հայաստանից պահանջում է առնվազն 2 բան` ԵԱՀԿ Մինսկի խմբի լուծարում և նոր Սահմանադրության ընդունում, որտեղից կհեռացվի Անկախության հռչակագիրը։

Փաշինյանը խոստացել է Մինսկի խմբի լուծարման մասին փաստաթուղթը ստորագրել խաղաղության պայմանագրին զուգահեռ, բայց նոր Սահմանադրություն անցկացնելու հարցը բավականին լուրջ բարդություններ է առաջ բերում։ Եթե մինչ այս գործող իշխանությունները հայտարարում էին, թե Սահմանադրության փոփոխությունը Հայաստանի ներքին գործն է, ապա այսօր անուղղակի խոստովանում են, որ Սահմանադրության փոփոխություն իրականացնում են Ադրբեջանի պահանջով, և սա է ամենավտանգավորը, որը կարող է տեղի ունենալ։
