Արցախցիների դեմ ատելության գեներացման ֆոնին ակնհայտ էր, որ Նիկոլ Փաշինյանի իշխանությունը փորձելու է արցախցիների հարցերը լուծել հենց նրանց իսկ ձեռքով։ Մինչ մի խումբ արցախցիներ բողոքի ակցիաներ են իրականացնում Փաշինյանի դեմ` պահանջելով սոցիալական հարցերի կարգավորում, երեկ Արցախի ներկայացուցչության մոտ բողոքի ակցիաներ են կայացել։ Ընդ որում, մի խումբ անձինք, որոնց առանձնապես Արցախում էլ լավ են ճանաչում, փորձել են գոռգոռոցներով, բղավոցներով, լրագրողներին և արցախցի պաշտոնյաներին վիրավորելով, ներխուժել Արցախի ներկայացուցչություն։

Այս ամենի կազմակերպիչը հայտնի ակտիվիստ Արթուր Օսիպյանն է, որը դեռ 2018 թ.-ից հայտնի է որպես Փաշինյանի աջակից, վերջին շրջանում էլ բավականին ջերմ հարաբերություններ ունի Արցախի Պաշտպանության բանակի նախկին հրամանատար Սամվել Բաբայանի հետ։ Ի վերջո, Արցախի նախագահ Սամվել Շահրամանյանը հանդիպել է թե նրանց, թե մյուս բոլորի հետ, մոտ կես ժամ պատասխանել բոլոր հարցերին։ «Նիկոլական» ցուցարարները մասնավորապես հայտարարել են, թե 467 միլիոն դոլար թալանվել է Արցախի 48 ընտանիքների կողմից, որևէ անուն այդպես էլ չեն տվել։ Ի պատասխան Շահրամանյանն էլ նշել է, թե դեռ 2 տարի առաջ է դիմել ՀՀ դատախազություն քրեական գործ հարուցելու համար, և ինքն էլ անձամբ ցուցմունք է տվել դատախազությունում։

Այն, որ Արցախում զգալի գումարներ են թալանվել, որևէ մեկը չի էլ հերքում, բայց այս անձանց նման ակտիվացումը, այն էլ այս օրերին, վկայում է, որ Փաշինյանի իշխանությունն ինքն է ամեն ինչ անում արցախցիների մեջ պառակտում մտցնելու համար։

Սամվել Բաբայանը, իհարկե, որևէ կերպ դեռևս առաջին պլան չի եկել, և նրա մասնակցությունն այս պառակտման գործընթացներին առանձնապես աչքի չեն ընկնում։ Թեև Շահրամանյանն ինքն էլ նշում է, որ հանդիպել է Բաբայանի հետ, քննարկել և պարզել, որ որևէ կերպ նա ներգրավված չէ, այդուհանդերձ, արցախցիները վստահ են, որ այս ամեն ինչը գեներացվում է Բաբայանի կողմից, իսկ Փաշինյանն էլ ցանկանում է արցախցիների պետական ինստիտուտները հանձնել Սամվել Բաբայանի վերահսկողությանը՝ բոլոր արցախցիներին իր բռի մեջ պահելու համար։
