«Փաստ» օրաթերթը գրում է.

podolyaka.ru–ն «Հակասահմանադրական Հայաստան» վերնագրով հոդվածում գրում է, որ Հայաստանի վարչապետի պաշտոնը զբաղեցնող Նիկոլ Փաշինյանը շարունակում է կասկածի տակ դնել Հայաստանի պետականությունը: Այս անգամ այդ քաղաքական գործիչը հայտարարել է, որ նախորդ սահմանադրական հանրաքվեները չեն արտահայտել ժողովրդի կամքը։ Դա հստակ ակնարկ է, որ հանրապետության գործող Սահմանադրությունը ոչ լեգիտիմ է։

Փաշինյանն այսպիսով փորձում է հայկական հասարակական կարծիքը նախապատրաստել սահմանադրական նոր հանրաքվեի, որը տեղի կունենա կա՛մ 2026 թվականի խորհրդարանական ընտրությունների հետ մեկտեղ, կա՛մ դրանցից հետո։ Միաժամանակ վարչապետը փորձում է հայ հասարակությանը համոզել, որ գործող Սահմանադրությունը փոխելու ներքին պատճառներ կան։ Իրականում Սահմանադրությունը փոխելու իրական պատճառը արտաքին է, և դա Բաքվի պահանջն է, առանց որի նա չի պատրաստվում խաղաղության պայմանագիր կնքել։

Ի՞նչը դուր չի գալիս Ադրբեջանին Հայաստանի Սահմանադրության մեջ: Ադրբեջանում քննադատում են «Անկախության հռչակագրին» հղումը, որտեղ նշվում է Արցախը։ Բաքվում մտավախություն ունեն, որ եթե Երևանում հնարավոր իշխանափոխություն լ ինի, ապա կնքված խաղաղության համաձայնագիրը հակասահմանադրական կճանաչվի։

Հայաստանի Սահմանադրական դատարանն արդեն հակասահմանադրական է ճանաչել այդ հռչակագրին հղումը, սակայն Բաքվին դա չի բավարարում։ Ավելին, Բաքուն վերջերս հայտարարել է, որ Հայաստանը պետք է զեկուցի ադրբեջանական կողմին Սահմանադրության փոփոխությունների բնույթի մասին, ինչն արդեն իսկ միջազգային իրավունքի խախտում է և Հայաստանի նկատմամբ վերաբերմունք որպես կապիտուլ յացիայի ենթարկված երկրի։

Հայաստանի իշխանություններն էլ անհաջող կերպով փորձում են հասարակությանը բացատրել, որ Սահմանադրությունը փոխելը հանրապետության ներքին խնդիրն է։ Սակայն միջազգային հարթակներում ադրբեջանական կողմը չի վարանում սահմանադրական փոփոխությունների մասին խոսել որպես իր քմահաճույքի և ամեն կերպ փորձում է միջամտել Հայաստանի Հիմնական օրենքի նախագծի նախապատրաստման գործընթացին։
