Գյումրիում վերջին օրերին կատարվող իրադարձություններն այլևս որևէ կասկած չեն թողել՝ «Քաղաքացիական պայմանագիրն» անցել է Գյումրիում իշխանության զավթման գործընթացին, ընդ որում, դրա համար օգտագործելով բոլոր անբարոյական մեթոդները։ Հիշեցնենք, Գյումրու ավագանու 33 հոգանոց կազմում քաղաքացիական պայմանագիրն ունի 14 մանդատ, մնացած 19-ը բաժին է հասել ընդդիմադիր 4 խմբակցություններին, որոնք առանց միավորվելու քաղաքապետ էին ընտրել Վարդան Ղուկասյանին։ Եվ, այժմ, «Քաղպայմանագիրը» չի կարողանում հանդարտվել, համակերպվել ստեղծված իրադրության հետ, և ամեն ինչ անելու է, որպեսզի Գյումրիում իշխանազրկի Վարդան Ղուկասյանին։

Երեկ թիվ 31 ընտրատարածքային հանձնաժողովը, հաջորդ անդամին, Նարեկ Միրզոյանին է փոխանցել Բադալյանի մանդատը, իսկ Բադալյանն էլ դատական հայց է ներկայացնելու՝ հայտարարելով, թե ապօրինություն է տեղի ունեցել, իր դիմումները հաշվի չեն առնվել։ Իհարկե, մեկ մանդատը բավական քիչ է «Քաղպայմանագրի» համար։ Առնվազն ևս 2 հոգի անհրաժեշտ են, որպեսզի ՔՊ-ն կարողանա ձայների նվազագույն մեծամասնությամբ իրականացնել իշխանության զավթում, և մեր տեղեկություններով, այս անգամ էլ թիրախում Վարդան Ղուկասյանի 2 թիմակիցներ են լինելու, որոնց դեմ քրեական վարույթներ հարուցելով փորձելու են պոկել Գյումրու գործող քաղաքապետի թիմից և Սարիկ Մինասյանին դարձնել Գյումրու քաղաքապետ։
