Իշխանությունը շտապում է նոր Սահմանադրության հարցում

Հայաստանի Սահմանադրության նոր տեքստը մշակման փուլում է և պատրաստ կլինի առաջիկա 10 ամիսների ընթացքում։ Այդ մասին խորհրդարանում երեկ լրագրողներին ասել է արդարադատության նախարար Սրբուհի Գալյանը։ Արդյոք Սահմանադրական փոփոխությունների խորհրդի անդամները քննարկել են Մայր օրենքից Անկախության հռչակագրի հղումը հեռացնելու հարցը, Գալյանը չի պատասխանել, նշել է միայն, թե տարբեր տարբերակներ են քննարկում, բայց դեռևս տեքստը մշակման փուլում է։
Ավելի վաղ Փաշինյանն էր հայտնել, որ Սահմանադրության տեքստում Անկախության հռչակագրի հղում չպետք է լինի, ասել էր, թե «դա իր քաղաքական դիրքորոշումն է»։ Նշենք, որ Փաշինյանի քաղաքական դիրքորոշումն ընդամենը Ադրբեջանի պահանջների արտացոլանքն է, ոչ ավելին, իսկ Սահմանադրության նոր տեքստը 10 ամսում ներկայացնելու և գործընթացն արագացնելու՝ գործող իշխանությունների քայլերը վկայում են, որ փաշինյանական իշխանությունը շտապում է։
Ներկայացնելով Սահմանադրության նոր տեքստը, իշխանությունը ևս մի քանի ամիս էլ այն քննարկելու է տարբեր հարթակներում, փորձելու է տպավորություն ստեղծել, թե հանրությունն ընդունում է այդ առաջարկվող նոր Սահմանադրությունը, և դա հանրաքվեի է դրվելու խորհրդարանական հերթական ընտրությունների շրջանակներում։
Փաշինյանը երեկ հաստատել է, որ իշխանություններն արտահերթ խորհրդարանական ընտրությունների չեն պատրաստվում։ Առավել ևս, եթե ցանկանում են անցկացնել նոր Սահմանադրություն, արտահերթ ընտրությունները տրամաբանական լինել չեն կարող։ Ի տարբերություն խորհրդարանական ընտրությունների, Սահմանադրության համար հարկավոր է առնվազն մասնակիցների կեսից ավելի մասնակցությունը, իսկ միայն հանրաքվե անցկացնելով, գործող իշխանություններին չի հաջողվելու 50 %+1 մասնակցություն ապահովել, ուստի ամեն ինչ անելու են, որպեսզի հանրաքվեն և խորհրդարանական ընտրությունները տեղի ունենան միաժամանակ, և սա է փաշինյանական իշխանության հիմնական նպատակը՝ կազմակերպել և իրականացնել ընտրություններն իրար հետ, որպեսզի հնարավոր լինի անցկացնել Ադրբեջանի պահանջած Սահմանադրությունը։
