Բանակում ծառայելն օրենքով դառնում է «զապադլո»

Հայաստանի կառավարությունը երեկ հերթական խայտառակ օրինագծին է հավանություն տվել, որը խորացնում է սոցիալական անարդարությունն ու բևեռացումը և հանրության մեջ արմատավորում բանակի ծառայությունից խուսափելու տարբեր հնարավորություններ։ «Քաղաքացիական պայմանագիր» խմբակցության պատգամավոր Հայկ Սարգսյանը նախագիծ է ներկայացրել, որով առաջարկում է միլիոններ վճարելով բանակում ծառայել ոչ թե 2 տարի, այլ ավելի քիչ՝ 1 կամ 4 ամիս։ Ընդ որում, պատգամավորն առաջարկում էր 15 և 20 միլիոն դրամ, բայց կառավարությունը գումարներն ավելացրել է՝ դարձնելով 18 և 24 միլիոն դրամ։

Մասնավորապես, եթե մարդ ցանկանում է ծառայել բանակում ընդամենը 1 ամիս, պետք է վճարի 24 միլիոն դրամ, իսկ եթե 4 ամիս՝ 18 միլիոն դրամ։ Գործող իշխանությունը և իր քարոզիչները նման օրենքի ընդունման անհրաժեշտությունը կապում են կոռուպցիոն դրսևորումների հետ, ասում, թե այսպես թե այնպես հարուստները չեն ծառայում, տարբեր միջոցներով խուսափում են ծառայությունից։ Փաստացի, փաշինյանական իշխանությունը կոռուպցիայի դեմ պայքարելու փոխարեն օրինականացնում է հենց այդ կոռուպցիան, իսկ հայկական բանակը թողնում աղքատների հույսին։ Այսինքն՝ ով գումար ունի, կարող է մնալ իր տաքուկ տանը, իսկ գումար չունեցողներն իրենց կյանքի և առողջության գնով պետք է պաշտպանեն հայրենիքը։

Մասնագետներն ընդունված այս օրենքը ոչ միայն հակասահմանադրական են համարում, այլ նաև խայտառակ բովանդակությամբ, նշում, որ սա պարզապես Հայաստանի քաղաքացիների մոտ զզվանք է առաջացնելու բանակում ծառայելու վերաբերյալ։ Ավելին, հաշվի առնելով հանրության մեջ արմատավորված քրեական բարքերը, կարելի է ասել, որ բանակում ծառայելը դառնում է «զապադլո»։ Արդյունքում գործող իշխանություններն Ադրբեջանի պատվերով փորում են ոչ միայն բանակի, այլ նաև պետության հիմքերի տակ։ Իսկ նման օրենքների ընդունումը՝ այսպիսի անհեթեթ հիմնավորումներով, ևս մեկ անգամ վկայում է, որ Հայաստանի Հանրապետությունում պետական կառավարում պարզապես գոյություն չունի, գործող իշխանություններն էլ կոլապսի են ենթարկել երկիրը։
