Գործող իշխանությունները անորոշ ժամկետով հետաձգել են փողի դիմաց զինվորական ծառայությունից խուսափելու մասին նախագծի քննարկումը։ Այսօր նախագիծը պետք է քննարկվեր գլխադասային՝ ԱԺ Պաշտպանության և անվտանգության հարցերի հանձնաժողովում։ Նույնիսկ պաշտպանության նախարար Սուրեն Պապիկյանն էր ժամանել խորհրդարան, բայց հանկարծ վերջին պահին առաջարկվեց քննարկումը հետաձգել լրացուցիչ ուսումնասիրության նպատակով։

Հիշեցնենք, նախագծով առաջարկում է 24 միլիոն դրամ վճարել և բանակում 2 տարվա փոխարեն ծառայել 1 ամիս, իսկ 18 միլիոն դրամի դիմաց՝ 4 ամիս։ Նիստը նախագահել է, ոչ թե հանձնաժողովի նախագահ Անդրանիկ Քոչարյանը, այլ նրա տեղակալ Արմեն Խաչատրյանը։ Մեր տեղեկություններով, Անդրանիկ Քոչարյանը այդ ժամանակ եղել է այլ սենյակում և ինքն է համոզել Սուրեն Պապիկյանին առայժմ նախագիծը քննարկման չներկայացնել։ Խնդիրը ոչ միայն հանրային ահռելի մեծ ընդվզումն է, ընդ որում, նույնիսկ իշխանությանը լոյալ ուժերի և գործիչների կողմից, այլ նաև Անդրանիկ Քոչարյանի անձնական խնդիրները նախագծի հեղինակ՝ «Շիշ բռնող» մականունով Հայկ Սարգսյանի հետ։ Քոչարյանը մտավախություն ունի, որ Հայկ Սարգսյանն այս այս նախագծով սարքում է իր գլխին։ Անկախ նրանից, թե ով էր նախագծի հեղինակը, ի վերջո, դրա պատասխանատվությունն ընկնելու է գործադիր իշխանության, պաշտպանության նախարարության, իսկ խորհրդարանում էլ պաշտպանության և անվտանգության հարցերի հանձնաժողովի նախագահի ուսերին, ուստի և Քոչարյանը չի ցանկանում նման կարևորագույն հարցում իր պատասխանատվությունը ստանձնել։

Այդուհանդերձ, պաշտպանության նախարարությունը կարծես վճռական է տրամադրված, 1-2 լրամշակումից հետո նախագիծը կրկին ներկայացնելու են։ Սուրեն Պապիկյանին թվում է, թե այդ նախագծով դարմանելու են բոլոր խնդիրները։ Եվ չի բացառում, որ այս նախագծի դեմ Անդրանիկ Քոչարյանի դեմարշերից հետո նրան, իսկապես, հանձնաժողովի նախագահի պաշտոնից հեռացնելու հարցը դրվի։ Ասում են, որ Պապիկյանի և Քոչարյանի խոսակցությունը եղել է բարձր տոների վրա։ Պապիկյանն էլ զայրացած հեռացել է՝ ասելով, թե եթե նման խնդիր կար, ապա որևէ կարիք չկար իրեն խորհրդարան հասցնել։
