ԱՄՆ-ը բացահայտում է իր իրական նպատակները

Ամերիկյան պաշտոնյաները կամա թե ակամա բացահայտել են Հարավային Կովկասում իրենց նպատակները։ Նախագահ Դոնալդ Թրամփը ՆԱՏՕ-ի գլխավոր քարտուղար Մարկ Ռուտեի հետ հանդիպմանը, թվարկելով իր լուծած մի քանի հակամարտությունները, հիշատակել է նաև հայ-ադրբեջանական հակամարտությունը և հայտարարել, թե Երևանն ու Բաքուն մոտենում են տարաձայնությունների կարգավորմանը։ «Մենք մի հարց ևս լուծել ենք՝ Հայաստանի և Ադրբեջանի հակամարտությունը, կարծես թե մոտենում է հաջող հանգուցալուծման»,- ասել է Թրամփը։ Այլ մանրամասներ նա չի հայտնել, փոխարենը հայտնել է Թուրքիայում ամերիկյան դեսպան Թոմ Բարաքը։ Նշել է, թե Վաշինգտոնն առաջարկել է ստանձնել Հայաստանի և Ադրբեջանի միջև նախատեսված տրանսպորտային միջանցքի կառավարումը դադարեցված դիվանագիտական բանակցություններն առաջ մղելու փորձով։

Ըստ Բարաքի՝ Նահանգներն առաջարկում է 100 տարով վարձակալել Հայաստանի այն հատվածը, որն Ադրբեջանի արևելյան շրջանները կապում են Նախիջևանին։ «Տվեք մեզ վարձակալությամբ այդ 32 կմ-անոց ճանապարհը և բոլորով օգտվեք դրանից»,- ասել է դիվանագետը։ Դեսպանի այս հայտարարությունն այնքան սենսացիոն է ու վտանգավոր, որ նույնիսկ Հայաստանի գործող իշխանությունները շտապել են հերքել այն վարչապետի խոսնակի մակարդակով։

Նազելի Բաղդասարյանի խոսքով, Հայաստանը տարածաշրջանային ենթակառուցվածքների ապաշրջափակման հարցը քննարկում է բացառապես Հայաստանի ինքնիշխանության, տարածքային ամբողջականության և իրավազորության համատեքստում, չի քննարկելու, չի քննարկում որևէ 3-րդ կողմի սեփական ինքնիշխան տարածքի նկատմամբ վերահսկողությունն արտապատվիրակելը։

Այդուհանդերձ, հաշվի առնելով «Կարնեգի» հիմնադրամի արտահոսքը, ինչպես նաև Միացյալ Նահանգների աննախադեպ ակտիվացումը հայ ադրբեջանական կարգավորման գործընթացում, ինչպես և Աբու Դաբիում կայացած բանակցությունները, տվյալ դեպքում, իհարկե, ավելի շատ պետք է հավատալ Թոմ Բարաքին, քան Հայաստանի իշխանություններին, առավել ևս, որ գործող իշխանությունները սովորաբար ասում են մի բան, անում բոլորովին հակառակը։

Իսկ տարփոխված «ինքնիշխանություն» հասկացությունը նման զարգացման դեպքում պետք է դնել մի կողմ, այլևս Հայաստանն ինքնիշխան պետություն լինել չի կարող, այլ դառնալու է ընդամենն ամերիկյան վերահսկողության տակ գտնվող մի հողակտոր։ Այլ հարց է, թե ինչպես ամերիկյան այս առաջարկին կվերաբերվեն Չինաստանը, Իրանը և Ռուսաստանը։ Ըստ էության, եթե Հայաստանը գնա նման զարգացման, ապա նոր տարածաշրջանային խոշոր պատերազմ է սադրելու։ Թե ինչ հետևանքներ դա կունենա Հայաստանի և Հայաստանի քաղաքացիների համար, պարզ է յուրաքանչյուրիս։
