Սյունիքի «դարպասների» մասին կամ Վահագն Խաչատրյանը զբաղված է Ադրբեջանի օրակարգի ներքին լեգիտիմամբ: Այս մասին իր ֆեյսբուքյան էջում գրել է քաղաքագետ Սուրեն Սուրենյանցը:
«Նիկոլ Փաշինյանիք խոսնակն ընդգծել է, որ Հայաստանի Հանրապետությունը երբեք չի քննարկել, չի քննարկում և չի քննարկելու սեփական տարածքով անցնող տրանսպորտային կապուղիների այնպիսի տարբերակներ, որոնք անհամատեղելի են ՀՀ տարածքային ամբողջականության, ինքնիշխանության, իրավազորության հետ։
Սա, մեղմ ասած, պրոպագանդիստական պնդում է, որն այնքան էլ կապ չունի իրականության հետ:
Ընդամենը պետք է վերլուծել այն, ինչ նախօրեին Սյունիքում ասել է նախագահը Վահագն Խաչատուրյանը:
Վերջինս հայտարարել է, որ եթե բացվի 43 կմ ճանապարհը, «Հայաստանը զարգացման մեծ հնարավորություններ կունենա», իսկ Սյունիքը կդառնա «զարգացման դարպաս»։
Արդյո՞ք Հայաստանի տնտեսական ապագան պետք է պայմանավորենք հենց այդ 43 կիլոմետրի բացմամբ, այն էլ՝ երբ դա Ադրբեջանի հիմնական պահանջն է։
Տրանսպորտային ուղիների բացումը կարող է որոշակի տարանցիկ հնարավորություն տալ, սակայն որևէ լուրջ հաշվարկ ցույց չի տալիս, որ միայն այդ ճանապարհով Հայաստանը կդառնա տարածաշրջանային տնտեսական կենտրոն։
Տնտեսության կառուցվածքը, ներդրումային միջավայրը, ենթակառուցվածքների զարգացումը պահանջում են համալիր քաղաքականություն, ոչ թե մեկ ճանապարհի կախվածություն։
Այդ ճանապարհի շուրջ Բաքվի օրակարգը հայտնի է․ «Զանգեզուրի միջանցք»։
Սա ոչ թե տնտեսական, այլ քաղաքական պահանջ է, որը նախատեսում է Հայաստանի ինքնիշխանության նվազեցում և լրացուցիչ ռիսկեր։
Ճանապարհի բացումը կարող է քննարկվել միայն Հայաստանի օրենսդրության և վերահսկողության ներքո, ոչ թե էքստերիտորիալ կարգավիճակով։
Բայց այդ դեպքում, տարակուսելի է՝ ինչո՞ւ է Խաչատուրյանը խոսում հատկապես «43 կմ ճանապարհի» մասին:
Երբ երկրի նախագահը հայտարարում է, որ ապագա զարգացումը կախված է 43 կմ ճանապարհից, սա ոչ միայն չափազանցված է, այլև վտանգավոր՝ այն կարող է ընկալվել որպես Ադրբեջանի օրակարգի ներքին լեգիտիմացում։
